Description: The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with CryoVac Gesellschaft fur Tieftemperaturtechnik mbH & Co KG in Heuserweg Germany for an equipment upgrade to an existing Cryovac UHV loss helium bath cryostat system, Serial Number 7934. This upgrade to the existing system will increase the liquid nitrogen volume and will increase the spacing between the He insert and liquid nitrogen vessels. This upgrade consists of a UHV vessel with integrated liquid nitrogen vessel and associated shields. The vessel must connect to, integrate, and function with the existing bath cryostat which was designed and manufactured by Cryovac and must meet the original equipment manufacturers specifications for LHe and LN2 consumption. This shall require detailed proprietary knowledge of the design, dimensions and operating characteristics of the system. Only Cryovac, the original equipment manufacturer, possesses this knowledge. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by March 15, 2013. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
