Description
The Mission Installation Contracting Command - Fort Sam Houston, Texas, intends to issue a solicitation for the Army Continuing Education System Support Services. This requirement calls for a non-personal service contract to provide Education Support Services required by the Army Continuing Education System (ACES) at education offices throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary, except for those items specified as Government-furnished property and services, to perform Education Support Services. The Government will not exercise any supervision or control over the contract service providers performing the required services. The Contractor shall assist ACES professionals in the delivery of adult education programs described in AR 621-5, paragraph 2-10. This requirement involves Administrative, Counseling, Automation and Technology, Test Examiner, Test Control Officer APT, Instructor, and Multi-Use Learning Facility (MLF) Coordinator Services. Various combinations of these services may potentially be provided at locations that contain concentrations of Active Duty personnel. There are currently 17 OCONUS locations in Hawaii, Alaska, Korea, Japan, Honduras and 52 CONUS locations that receive these services. This requirement shall be set-aside for small business concerns under the size standards of NAICS Code 611710, Education Support Services. Funds are not currently available for this requirement. This solicitation is a best value Lowest Price Technically Acceptable (LPTA) Request for Proposals (RFP) subject to FAR Part 15.101-2 procedures. To be considered acceptable, offerors shall specifically address each of the evaluation factors set forth in the solicitation. The Government intends to award a Firm Fix Price Contract with a cost reimbursable Contract Line Item Number (CLIN) for travel to a single Offeror who's proposal is found to be the lowest price and is technically acceptable. The Government intends to award without discussions, therefore, the Offeror's initial proposal shall contain its best terms. The period of performance dates given are tentative and are subject to change without notice before the solicitation is issued. The projected Periods of Performance are as follows: Base Period 29 Jul 2013 - 28 Jul 2014(Phase-In 29 Jul 2013 - 28 Sep 2013) Option Year One 29 Jul 2014 - 28 Jul 2015 Option Year Two 29 Jul 2015 - 28 Jul 2016(Phase-out 29 May 2016 - 28 Jul 2016) The solicitation is anticipated to be issued/posted on or about 22 March 2013, under solicitation number W9124J-13-R-0003, to the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi/default.cfm and on the Federal Business Opportunity (FBO) at https://www.fbo.gov/. All contractors and subcontractors interested in this requirement should register at these sites at their earliest convenience. Proposals are anticipated to be due on or about 15 April 2013. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The Government anticipates issuing a draft of the solicitation for review and comment for five business days. All inquiries must be in writing, preferable via email to the persons specified in the upcoming draft solicitation. All answers will be provided in writing via posting to the web when the actual solicitation is posted. All entity records from CCR/FedReg and ORCA and exclusion records from EPLS, active or expired, were moved to the System for Award Management (SAM) website. The SAM website is a Federal Government owned and operated free website that consolidates the capabilities in CCR/FedReg, ORCA, and EPLS. Interested parties must be registered in SAM and a current and complete Representations and Certifications Application (ORCA) to receive a government contract award. Offeror's CCR username will not work in SAM. Offerors will need a new SAM User Account to register or update their Company's entity records; Offeror may register at https://www.sam.gov/portal/public/SAM/. Note to offerors: The Government reserves the right to cancel the solicitation, either before or after the proposal opening with no obligation to the Offeror by the Government.
