SOURCES SOUGHT FOR DEPARTMENT OF THE ARMY, CHIEF OF CHAPLAINS (DACH) CONFERENCE AND TRAINING SUPPORT THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. The solicitation number for this notice hereby replaces solicitation number W91WAW-13-R-0014; identified in the Presolicitation posted by the Army Contracting Command - National Capital Region (ACC-NCR) on 29 November 2012 and cancelled on 01 Mar 2013. This notice is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. Mission Installation Contracting Command - Fort Sam Houston Contracting Center (MICC-FSH-CC) is seeking information on sources to provide event planning, coordination and logistical support for the Department of the Army, Chief of Chaplains (DACH). Ongoing stressful operational tempo demands effective programs to build resiliency of the U.S. Army Force and to contribute to a mission-ready Army. Headquarters Department of the Army (HQDA) Office of the Chief of Chaplains (OCCH) received Title 10 U.S.C. authorization to develop a program that would provide the U.S. Army with a chaplain-led program designed to assist Army commanders with building and maintaining strong family structures. The result was the quote mark Strong Bonds quote mark Army program. quote mark Strong Bonds quote mark is a preventative skills-based relationship building program that works to preserve and strengthen Army Families under stress from frequent deployments and the pressures of Army life in general, ultimately building resiliency of a stretched Army Force. Unit ministries teams (UMTs) typically comprised of one chaplain, one chaplain assistant, and one certified volunteer Strong Bonds instructor, conduct training specifically designed and oriented for single Soldiers, married couples, and families with children in 4-hour, 8-hour, or 12-hour training blocks. The contractor shall provide full-time coordination for event solutions for DACH conferences and training events conducted worldwide. The majority of the training events will focus on quote mark Unit Level Strong Bonds Training Events quote mark and quote mark Strong Bonds Instructor Certification Training quote mark. Required training and event planning support includes assisting unit ministry teams with site selection, coordination for audio visual services and information technology, child care, conference space, lodging rooms, meals, and transportation. Administrative support includes online registration, post-event training assessments, program audit and evaluation, program process review, and liaison between DACH and local Strong Bonds Program Managers. Training events are conducted by commanders typically through their unit chaplain. There is an anticipated minimum of 1500 worldwide training events. The maximum attendance size of events are limited to: 60 participants (60 singles or 30 couples), or 30 families (60 adult participants plus children). The North American Industry Classification System (NAICS) contemplated for the DACH Conference and Training Support is 561920, Convention and Trade Show Organizers, with a size standard of $7 M. However, respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This requirement is a follow-on requirement which was competitively awarded under the GSA Federal Supply Schedule and Integrated Marketing Solution (AIMS) Schedule 541 to National Conferencing, Inc. (NCI) under task order number W91WAW-11-F-F706 with a follow-on solicited as quote mark Set Aside quote mark for Small Business and awarded to NCI under contract W91WAW-13-C-0002. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. It is requested that interested businesses submit to the contracting office the completed market research questionnaire (no more than 10 pages in length, single spaced, 12-point font minimum). The contractor will be required to travel CONUS and OCONUS, during the performance of this contract to attend meetings, conferences, and training. Work under this contract shall be conducted at the contractor's facilities and DACH Sustainment and Information Directorate, 6000 6th Street, Bldg 1464, Fort Belvoir, VA 22060 or 2700 Army Pentagon, Washington DC 20310. In addition, anticipated major military garrisons/locations that require Strong Bonds event planning services with training conducted up to 200 miles from garrison included: Ft. Benning, GA; Ft. Bliss, TX; Ft. Bragg, NC; Ft. Campbell, KY; Ft. Carson, CO; Ft. Drum, NY; Ft. Gordon, GA; Ft. Hood, TX; Ft. Huachuca, AZ; Ft. Irwin, CA; Ft. Jackson, SC; Ft. Knox, KY; Ft. Lee, VA; Ft. Leonard Wood, MO; Ft. Lewis, WA; Ft. Riley, KS; Ft. Rucker, AL; Ft. Sill, OK; Ft. Stewart, GA. Additionally, OCONUS requirements exist in Germany, Italy, Korea, Hawaii, and Alaska. Other locations may exist but are contingent upon demand.
