- This is NOT a solicitation announcement. This is a sources sought notice for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. Background: The Census Bureau's Field Directorate is responsible for collecting data from survey or census respondents via telephone, personal visit, or by mail for current surveys and programs, special censuses, and decennial censuses. The Field Directorate's Field Division is responsible for data collection activities for the decennial census, as well as a variety of recurring and one-time demographic surveys. Surveys such as the Survey of Income and Program Participation (SIPP), SIPP Event History Calendar (EHC), and the Consumer Expenditure Survey (CE), conducted by the Financial Surveys Branch of Field Division, are lengthy and collect a great deal of detailed information. Producing training for these surveys is an ongoing responsibility of the Financial Surveys Branch of Field Division that requires the development and distribution of training materials at varying degrees of frequency, ranging from quarterly to annually. In order to produce quality training for these surveys, the Financial Surveys Branch is seeking contractor assistance that is familiar with the survey content, for developing a self-study, classroom workbook, and training guides for assigned surveys. These training materials will be used for training Field Representatives nationwide, to collect data according to the guidelines and procedures specified by the survey sponsors. Scope of Work: The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities to develop training packages to assist the Field Division with its responsibility to train Regional Staff on survey instrument alterations. Preparation of Training Materials for SIPP, SIPP-EHC and CE The Contractor shall prepare the training materials for the Survey of Income and Program Participation (SIPP), the Survey of Income and Program Participation - Event History Calendar (SIPP-EHC), and the Consumer Expenditure Survey (CE) for the Financial Surveys Branch. This will include writing assignments, which will primarily cover training guides, Computer Based - Training (CBT) modules, a DVD module, classroom workbooks, self-studies, and other supplemental products as defined by the Program Manager. This will also include providing training services during any Train-the-Trainer sessions. The Contractor shall: a) Provide drafts of the appropriate training products, such as Self-Studies, Classroom Training Guides, CBTs, and all related classroom materials to be distributed for comment. b) Incorporate all comments made to training drafts. c) Finalize all training materials to be printed and delivered to the Regional Offices. d) Ensure that all training materials such as CBTs, self-studies, classroom-training guides, and related classroom materials are prepared in accordance with the quality expectations outlined by Field Division, and in a timely manner according to the requests of Field Division, for the final product delivery. Capability Statements: Interested firms responding to this sources sought notice must provide a capability statement demonstrating their capability to fulfill the Government's requirement for developing training materials. All respondents are requested to identify their firm's size and type of business. Brochures alone are not sufficient documentation for demonstration of capabilities. The capability statement shall be in sufficient detail, but not exceed 8 pages, so that the Government can determine the experience and capability of your firm to provide the requirement above.
