Description
Design-Build Services for U.S. Customs and Border Protection (CBP) Office of Air and Marine (OAM) - New Marine Unit Facility, Ceiba, Puerto Rico. The General Services Administration (GSA), Public Buildings Service (PBS), has a requirement for the design and construction of a new two-story building and a parking and boat slip area at the former U.S. Navy base Roosevelt Roads in Ceiba, Puerto Rico, for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Air and Marine (OAM). The project is for a new facility to support the law enforcement mission in Ceiba, Puerto Rico, known as Parcel #46 on land formerly called Naval Station Roosevelt Roads. The DHS currently owns this parcel of land. The new construction will consist of a 3,760 square foot two-story building and a 5,450 square foot parking and boat slip area. Due to contamination of soils and ground water identified by environmental assessment reports, the project will require a 12-foot surcharge over final grade in order to prevent disturbance of existing contaminated soil and disposal of hazardous material from the site. The goal of this project is for the design and construction of this facility to meet the certification standards of "Gold" in the Leadership in the Energy and Environmental Design (LEED) rating system. The contractor will be required to work with the U.S. Government and the local Puerto Rico government to ensure compliance with all applicable requirements and codes. The following constraints are acknowledged: 1. Construction will occur within a secure area. 2. Soil cannot be disturbed to avoid soils decontamination and disposal. 3. The parcel is within the coastal flood prone zone determined by FEMA. This will require fill material in order to have the finish floor of the main building at least one foot over the regulatory flood elevation. 4. Design and construction shall meet local, severe storm, and hurricane standards. 5. No official estimates are available of the future water and electrical power demand and the available capacity. The North American Industry Classification System (NAICS) for this acquisition is 236220, Commercial and Institutional Building Construction. The design-build scope of work includes all labor and materials required to provide architectural, engineering, construction, and other related services necessary to design and to construct a facility compliant with all applicable codes. A comprehensive concept design and study was performed under a 2012 Feasibility Study, which will be included in the Request for Proposals (RFP). Bridging documents will be provided for the design. Project Duration: The total period of performance is twenty-seven (27) months, composed as follows: (a) 10 months or less for the design phase, (b) twelve (12) months or less for the soil surcharge phase, to commence no later than three (3) months after contract award with completion before authorization to proceed with the construction phase, and (c) twelve (12) months for the construction activity. Payment and performance bonds and insurance must be submitted and accepted by the Government before design can commence, and construction cannot commence until the surcharge over final grade and the 100% design documents have been completed and accepted by the Government. Project Magnitude: The project is expected to fall within the price range of between $1,000,000 and $5,000,000. Note that the magnitude of the project is required to be disclosed in accordance with FAR 36.204; however, this range is not a reflection of the Government's budget. Competition: Restricted. This acquisition is set aside 100% for small business. The small business size standard associated with NAICS 236220 is $33.5 million (effective August 22, 2008), which means that a company, including its affiliates, would be considered a "small business" if their average annual gross receipts do not exceed $33.5 million for the past three years. If a company has not been in business for three years, the average weekly revenue for the number of weeks the company has been in business is multiplied by 52 to determine the average annual receipts. Procurement Strategy: One competitive RFP will be issued. The RFP will outline the evaluation factors developed in accordance with FAR 15.304 that will serve as the basis for the determination of the offeror which provides the best value to the Government. For this acquisition, the lowest priced, technically acceptable offer will be selected to determine that the best overall value to the Government is obtained. The Government reserves the right to make an award based upon initial offers without discussions. Offerors will be required to address five evaluation factors: (1) the ability to obtain bonding of up to at least $5 million (Go/No Go); (2) demonstrated past experience on design-build projects of similar size, scope, and complexity (30%); (3) past performance on projects of similar size, scope, and complexity (10%); (4) qualifications of key personnel (30%); and (5) capacity to accomplish the work (30%). All responsible sources may submit a proposal which shall be considered. Contractors must either be located in Puerto Rico or demonstrate the ability to perform design and construction services in Puerto Rico at a fair and reasonable price. A Request for Proposal will be issued on or about March 18, 2013. Contract award is anticipated to be made on or about July 5, 2013. A site visit and a Pre-Proposal Conference will be held in Ceiba, Puerto Rico. The date, time, and location of the conference will be included in the RFP. Offerors must file their Annual Representations and Certifications online in the System for Award Management (SAM), a Federal Government owned and operated free web site. Additionally, in accordance with FAR 4.1102, prospective contractors shall also be registered in the Central Contractor Registration (CCR) database in SAM prior to award of a contract. The SAM website for registration is: www.sam.gov. A firm-fixed-price contract will be issued as a result of this solicitation. A single award will be made to the Offeror whose proposal offers the best value to the Government. Please Note: This pre-solicitation notice is not a request for price or technical proposals.
