Description
SOURCES SOUGHT SYNOPSIS The Bureau of Reclamation (Reclamation), Lower Colorado Regional Office, is in the acquisition planning stages of what might turn into a new acquisition. Therefore, this is a SOURCES SOUGHT SYNOPSIS for acquisition planning purposes only and no formal solicitation exists at this time. In addition, the information presented in this announcement does not obligate Reclamation in any manner. All qualified concerns interested in performing the proposed project may submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. HISTORY OF THE PROPOSED PROJECT The proposed Redfield Canyon fish barrier project complements similar projects being implemented by Reclamation and other agencies to assist in the recovery and conservation of federally-listed fish and amphibian species in the Gila River Basin. Reclamation's fish barrier construction program is mandated by a May 15, 2008 US Fish and Wildlife Service biological opinion that addressed delivery of water through the Central Arizona Project (CAP) and its potential to introduce and spread nonnative aquatic species in the Gila River Basin. A key conservation measure of the biological opinion requires the construction of fish barriers to "prevent or hinder upstream movements of non-indigenous fish and other [nonnative] aquatic organisms into high-value native fish and amphibian habitats" during the 100-year life of the CAP. Potential fish barrier sites were selected primarily "to protect existing populations of listed fishes or facilitate the repatriation and stocking of native fishes" into suitable habitat to achieve enhanced status toward recovery. THE PROPOSED PROJECT The intent of the project is to construct a reinforced concrete fish barrier on Redfield Canyon Creek in Section 36 of Township 11 S, Range 19 E, of the Gila and Salt River Baseline and Meridian. The proposed fish barrier site is approximately 8.2 linear miles (9.5 stream miles) upstream of the confluence with the San Pedro River, about 9 miles east of the town of Redington, AZ. The fish barrier site is not accessible by roads or trails. To support construction activities, a separate staging area for construction materials and equipment is to be located at a road accessible location on State Trust Land along the south rim of Redfield Canyon. Air support is expected to be necessary for work crews, materials, and equipment (including a small excavator and/or loader) to be airlifted into the canyon by helicopter. Construction of the fish barrier will include: diversion of surface flows, foundation dewatering, excavation, placement and compaction of backfill, placement and removal of concrete forms, placement of concrete reinforcing bars, placement of riprap, drilling holes for and placement of anchor bars into surrounding rock formations, placement of approximately 46 to 160 cubic yards of reinforced concrete, cleanup of the site and removal of all waste materials at the end of the project. Length of construction contract is 40 days. $1,000,000 - $5,000,000 estimated range. CAPABILITY STATEMENT/PACKAGE Sources should submit statements showing ability as a prime contractor and construction services on similar projects as identified above. Interested sources are to provide the following information as part of the capability statement: 1. Capability statements shall not exceed five pages in length. In addition to the capability statement a standard company flier 4 pages or less may also be attached. 2. Company name, address, point of contact, telephone number, e-mail address, and DUNS number. 3. Type of business, i.e. large business, 8(a), HUBZone, Service-Disabled Veteran-Owned, Veteran-Owned, small disadvantaged business, women-owned, or small business concern. 4. Bonding capacity. 5. The capability statement shall address the work listed above and the offeror's ability to meet the qualification requirements with this type of work. 6. List examples of specific experience in the last 10 years with heavy civil construction in extremely remote areas. 7. List examples of specific experience in the last 10 years with diversion of streams and riverbed or foundation dewatering operations. 8. List relevant projects (projects of a similar size, scope, and complexity of the proposed project) listed; provide brief description of the project; contract number, project title, dollar amount, timeliness of performance, and customer satisfaction. Include the customer's name, address, telephone number, e-mail address, and points of contact with phone numbers. Indicate whether or not you were the prime contractor, and, if you were a subcontractor, provide the name and point of contact information for the prime contractor. Include the percentage of self-performed work, how the work was accomplished, and the performance rating for the work. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
