Description
Primary Carton For Uncirculated Coin Set SOURCES SOUGHT FOR PRIMARY CARTON FOR UNCIRCULATED COIN SET THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of an award. The United States Mint is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 3 pages in length, singled-spaced, 12 point font minimum) demonstrating ability to perform the requested services. The following shall be included in the capabilities statement: The United States Mint requests the services of a packaging contractor to provide all labor, materials and services for folding Paperboard cartons and corrugated boxes for United States Mint Uncirculated Coin Sets. The "primary" carton becomes a visible part of the United States Mint Uncirculated Coin Set, lending itself to a moderate level of scrutiny by United States Mint customers. Quality of workmanship and cosmetic appearance is therefore of Significant importance. On an annual basis, the United States Mint produces an Uncirculated Coin Set. The set Includes coins from the Philadelphia and Denver Mints; for 2013 each United States Mint will produce a single plastic package that contains 14 coins. The Denver Mint combines the two packages into a completed set. An automatic cartoning machine places one Philadelphia package and one Denver package into a folding carton. The completed sets are then bulk packed into corrugated cartons for shipment to the United States Mint's fulfillment house. Accuracy of cutting, folding, perforation, creasing, and gluing are crucial to the Performance of the automatic cartooning machine. These parameters must be kept within the specified limits to ensure trouble free handling. CONTAINERS TO BE PROVIDED: Folding Cartons A. The carton shall be fabricated from 0.020" caliper paperboard. Samples of the carton that is currently in use are available upon request. This carton may be "reverse engineered", but the contractor shall remain responsible for all performance and quality requirements. B. Cutting, scoring, folding, and gluing shall be in accordance with the United States Mint Drawing. Scoring shall be uniform and of such a depth to retain maximum board strength along score lines. The cartons shall show no visual surface ruptures along the score lines. The compression of the fibers at the score lines shall be limited to 90% of the board thickness. Adjacent panels shall "square up" to 90 degrees when the carton is erected. C. The adhesive used for the manufacturer's glue joint shall be of a grade used by the industry for similar types of boxes. The glue joint shall have sufficient strength to withstand automatic handling. D. Printing: A barcode and product code shall be printed as shown in the attached drawing. This data is year-specific, and will be provided by the United States Mint at the beginning of each production year. No other printing or markings are permitted other than a die position number not visible on the outside of a closed carton. E. The cartons shall not stick together, or block, prior to use. F. The cartons shall be compatible with U.S. Mint equipment. The United States Mint uses automatic cartoning equipment supplied by MGS Machine Corporation, Maple Grove, MN. The equipment erects the carton from the flat, loads product, and hot-melt glue seals the end flaps. Compatibility will be verified by running a functional test on the automated assembly lines at the Denver Mint. Cartons shall set up, fill, and close at full line speeds without causing jam-ups or other line stoppages. G. The cartons shall be suitable for long-term (in excess of ten years) use as part of the United States Mint Uncirculated Set. The carton shall remain colorfast, remain Intact, resist gradual break down or disintegration, and not react with the coins. All Materials used in the construction of the carton shall be free of sulfur (below 0.0008%) and soluble chlorides (below 0.05%). H. The supplier shall provide all necessary prepress services, plates, etc., for annual updates of carton graphics. The incumbent shall have computer to plate capability. The United States Mint will provide the year-specific data prior to the beginning of the new production year. I. The contractor shall provide the flat pattern dimensions outlined in the referenced drawing, upon submission of first article samples. CORRUGATED BOXES The contractor shall provide regular slotted cases (RSC) suitable for bulk shipping the uncirculated coin sets to the Mint's fulfillment house. Cartons shall be sized to accommodate 50 sets; approximate dimensions are 23-3/4" x13-1/4" X 4-1/2". Material shall be 32 ECT C-flute, with kraft facings. Cartons shall be printed with United States Mint provided text in one color. Carton Quality A. Workmanship: 1. The cartons shall be free of contaminants such as dust, dirt, spots of adhesive, fingerprints, etc. 2. The cartons shall be free of wrinkles, creases, tears, abrasions, and scratches. 3. Edges shall be cleanly cut, without burrs, nicks, chips, hanging fibers, and free of excess adhesive. 4. Printing-barcode shall be machine readable. B. Acceptance Criteria: Acceptance will be based upon conformance to the technical specification. Primary emphasis will be directed toward the following parameters: 1. Dimensional conformity fit of assembled coin sets 2. Compatibility with United States Mint equipment 3. Conformity to print standards, uniformity of texture, gloss, and color 4. Materials and Workmanship The United States Mint intends to a release an RFP within the next 30 days. This RFI does not constitute a solicitation and should not be construed as a commitment of any kind by the United States Mint to issue a solicitation or ultimately award a contract. No entitlement to payment of direct or indirect costs or charges by the United States Mint will arise as a result of Contractor submission of responses to this notice or the United States Mint use of such information. The United States Mint reserves the right to reject, in whole or in part, any Contractor's input resulting from this notice. No contract will be awarded from this announcement. Data submitted in response to this notice will not be returned.
