- Sources Sought for the Fort Benning Aviation Maintenance Contract Notice Type: Sources Sought Posted Date: 27 February 2013 Response Date: 13 March 2013 Classification Code: J - Maintenance, repair & rebuilding of equipment NAICS Code: 488190 - Other Support Activities for Air Transportation Synopsis: The Army Contracting Command - Redstone, is seeking information concerning the interest and availability of capable contractors to provide Field, Sustainment and Limited Depot Level maintenance to support six assigned UH-60 A/L helicopters located at Fort Benning, GA. This is a market survey for information purposes only. This Request For Information (RFI) shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and at no cost to the Government. Any formal solicitation will be announced separately. It is anticipated that any follow-on effort will be awarded to a small business. Therefore, the Government requests that only small business concerns respond to this notice. Anticipated Period of Performance: There is currently a contract with a performance end date of 31 May 2014. A draft Performance Work Statement for the aviation maintenance support effort at Fort Benning, GA is attached as clarification of the scope of the aviation maintenance effort. The results of this request will be used to refine the Performance Work Statement requirements as well as complete the Acquisition Strategy/Approach, Program Cost Estimate and other acquisition documentation required to support procurement of this capability. Background: Contractors have provided maintenance for aviation systems since 2004 at Fort Benning, Georgia. The Aviation and Missile Command (AMCOM) and the Aviation Center Logistics Command (ACLC) are vested with the responsibility for aircraft maintenance. This contract supports Programs of Instruction (POI)/non-POI training missions at Fort Benning, GA and various satellite training locations through Memorandum of Agreements between the U.S. Army Training and Doctrine Command (TRADOC) and the Army Material Command (AMC) using the Fleet Management Expansion (FMX) maintenance concept. The mission of the AMCOM Maintenance Support Activity (AMSA) is to support aviation maintenance and logistics requirements through contract oversight and verification of contract delivery matrix to ensure that safe and functional helicopters are made available for TRADOC's POI/non-POI mission training. Additionally, AMSA supports the Department of Defense (DoD) transient/support aircraft with minor aircraft maintenance and logistical requirements at Lawson Army Airfield (LAAF), Fort Benning, GA. Sources Sought Purpose: The purpose of this synopsis is to conduct Market Research and to gain knowledge of interest, capabilities and qualifications of potential sources interested in providing the services for aviation maintenance for support at Fort Benning, GA. The possible future contract is anticipated to span a five-year period through a base year with four optional years to complete the time period. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. Proprietary information is not being solicited. Sources Sought Responses: Please include in your response, a statement of capabilities as it relates to this effort as well as your business size standard related to the aforementioned NAICS code of 488190. Provide information as to previous contracts that the firm has executed and explain the relevance of the past project to the scope of the aviation maintenance support need described here as well as the attached PWS. Include the magnitude of the past project along with contract numbers, description of work, points of contact, phone numbers, professional qualifications and specific experience of personnel identified to perform the work as well as any other information that would enable the government to assess a firm's capabilities. Responses to the Sources Sought should be limited to 20 single sided, single spaced pages. All information included in the offeror responses should be specific to this Sources Sought Synopsis. Contacts to Government personnel by potential offerors regarding this RFI subject are restricted and must proceed through the POC only. Government personnel have been instructed not to handle any requests from Industry for information regarding this RFI or for potential meetings/presentations and will direct all Industry contact to the POC for this effort listed below. The Government has posted all current information regarding this requirement on the FedBizOpps and ASFI websites under solicitation number W58RGZ-13-R-0167.
