The sources sought announcement included details of general tasking required. The resulting decision based on the review of sources sought responses is that this effort will be solicited using full and open competitive procedures under NAICS 336411. This competition is open to U.S. companies only. DRAFT PWS: The Government has posted a DRAFT version of the Performance-Based Work Statement (PWS), Draft Contract Data Requirement List (CDRL), and Draft CLIN Structure in conjunction with this announcement. The associated technical documents will be posted in the F/A-18 A-D Depot Level Maintenance Competition Library on or about 01 April 2013. The F/A-18 A-D Depot Level Maintenance Competition Library will be hosted on a Department of Defense (DoD) Information System. A notice will be posted to FBO once the Competition Library is accessible to interested offerors. Access to the library will require a DoD Common Access Card (CAC) or External Certification Authority (ECA) certificate. Interested Offerors can obtain an ECA certificate from IdenTrust, Inc., Operational Research Consultants, Inc. (ORC) or VeriSign, Inc. Additional information on obtaining an ECA certificate is available at http://iase.disa.mil/pki/eca/index.html. The Government invites written industry feedback in the form of recommendations and/or questions, which shall be received no later than 12:00 p.m. EST on 12 March 2013; however, the Government appreciates earlier written submittals. Contractors are directed NOT to present or provide proprietary information. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. Please submit via e-mail to Mallory Roche at mallory.roche@navy.mil on or by 12:00 p.m. EST on 12 March 2013. INDUSTRY DAY GENERAL SESSION: PMA265 intends to host an Industry Day to openly introduce the F/A-18 A-D Depot Level Maintenance effort, allow industry partners an opportunity to network with one-another, and receive meaningful feedback regarding the upcoming requirement. The Industry Day event will be held on 19 March 2013 at Building 1495 (Station Theater), Naval Air Station Patuxent River, 22268 Cedar Point Road, Patuxent River, MD 20670 from 1:00 p.m. to 4:00 p.m. EST. Sign-in will begin at 12:30 p.m. EST. Companies interested in attending the Industry Day are required to complete and submit the written registration request included in this announcement for each attendee to the Contract Specialist, Mallory Roche. Please contact Ms. Roche by 11 March 2013 to permit adequate time for submittal, processing, and approval of your registration request. No changes to personnel requiring base access will be approved after 13 March 2013. This is a no fee event. The Government will not reimburse the attendees for any cost associated with participation or attending the Industry Day. GOVERNMENT INDUSTRY ONE-ON-ONE's: In addition to the requested written feedback, following the Industry Day, on 20-21 March 2013, the Government invites interested potential prime contractors to privately present comments and questions in person on the Draft PWS requirements. The Government does not intend to discuss any portion of the acquisition strategy during the One-on-One sessions. One-on-One sessions will be scheduled between 9:00 a.m. to 5:00 p.m. EST on 20-21 March 2013, held in Building 2187, Naval Air Station Patuxent River, 22268 Cedar Point Road, Patuxent River, MD 20670. The amount of time allotted to each company will be approximately one (1) hour, but ultimately dependent on the number of companies scheduled. The scheduled time frames will be equal for each company and provided at time of scheduling confirmation. There is no fee to arrange a one-on-one session and seating is limited to six attendees per company. Contractors are directed NOT to present or provide proprietary information during the one-on-one sessions. Information and materials submitted to the Government WILL NOT be returned. Classified material SHALL NOT be submitted. Any exchange of information between the Government and Industry will be captured and documented to be made available to the public in accordance with FAR 15.201. The Government is not obligated to, and will not pay for, any information received from potential sources as a result of this posting. The Government will not reimburse the attendees for any cost associated with participation or attending the one-on-one sessions. Requests for scheduling Industry One-on-One attendance shall be submitted via email to Mallory Roche at Mallory.roche@navy.mil no later than 12:00 p.m. EST on 11 March 2013.
