- Sources Sought Notice - Cafeteria Services The General Services Administration is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Cafeteria Services at the HDI Federal Center in Battle Creek, Michigan. The contractor shall establish and operate in the contractor's name, the food service facilities in the HDI Federal Center, as described in the full solicitation and synopsized below, for the purpose of dispensing food; nonalcoholic beverages and such other items as may be authorized by the CO, in accordance with all terms and conditions specified in the contract. This cafeteria is to be operated for the benefit of approximately 1850 employees who will be occupants in the building(s) located at: Hart-Dole-Inouye Federal Center, 74 North Washington Street, Battle Creek, MI 49037. There are additionally about 50 visitors to the facility daily. (The Government shall not be held responsible for any variation from this employee population figure since the extent of occupancy is not guaranteed.) The hours of operation for the Cafeteria are Monday through Friday (except holidays observed by the Federal Government), as follows: Breakfast _ 7:00 _ a.m. to 10:00 _ a.m. Luncheon 11:00 _ a.m. to _ 1:00 _ p.m. The contractor shall operate and manage the cafeteria in the contractor's name at the H-D-I Federal Center. It shall be the responsibility of the contractor to provide a variety of quality prepared foods. The contractor shall meet business and industry standards of quality and nutrition, and comply with and support the 1990 and all subsequent revisions of U.S. Dietary Guidelines (i.e., offer foods low in total fat, saturated fat, cholesterol, sodium, sugar; such as lean meats, low fat dairy products, vegetables, fruits, and grain products). The contractor shall use only vegetable oils low in saturated fats and in minimal amounts in their recipes; and, in deep frying, pan frying, and grill frying and baking. The variety and appearance of food in the cafeteria on each operating day shall be consistent with approved food service industry standards for comparable "business and industry" cafeterias. The contractor shall provide prompt, efficient, and courteous service, and avoid undue interference with the operation of buildings in which services are provided. Licenses and permits shall be obtained as required by State and local authorities, and all applicable building, health, sanitary, and other regulations and laws shall be observed. The contractor shall employ sufficient and suitable personnel, secure and maintain insurance, maintain records, submit reports, and observe other contract requirements, all as more specifically set forth in the contract. The contractor shall pay each and every fee, cost, or other charge incident to or resulting from operations under the contract. Reasonable care shall be exercised in the use of space and Government-owned equipment and, upon contract termination, the contractor will yield such space and equipment in as good condition as when received, except for ordinary wear and tear, and damage or destruction beyond the contractor's control and not due to the contractor's fault or negligence.
