- This Request for Information (RFI) is for planning purposes only; this is not a request for Quotations or Proposals. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The U.S. Army, Product Manager, Robotic and Unmanned Sensors (PdM RUS), Aberdeen Proving Ground, MD is issuing this RFI seeking sources that can provide depot level sustainment and repair support for the Small Tactical Radar- Lightweight (STARLite) Synthetic Aperture Radar/Ground Moving Target Indicator (SAR/GMTI) system. Description of Sensor Capability The STARLite System is a lightweight, high-performance, all-weather, multi-function radar system that will provide the end user with increased situational awareness by imaging stationary targets with SAR and detecting (ascertaining location, direction, and velocity) moving targets with GMTI. STARLite provides a 24/7 day/night capability, which is operational in adverse weather and through battlefield obscurants (e.g., smoke or dust). STARLite is the SAR/GMTI Program of Record (POR) for the Gray Eagle Unmanned Aircraft System. STARLite has also been integrated on the Persistent Threat Detection System (PTDS) Aerostat as a Quick Reaction Capability (QRC). The current SAR/GMTI payload consists of an A-Kit and a B-Kit. The B-Kit consists of four (4) Line Replaceable Units (LRU): Electronics Assembly (EA), Power Supply (PS), LN-251 INS/GPS, and Antenna Assembly. The A-Kit consists of a radar cable set, a cooling fan, and mounting hardware. Requirements The source shall furnish all necessary labor, materials, supplies, equipment, and services to perform depot level sustainment and repair support for the following components of the STARLite system: T/R Module Assembly Electronics Assembly RF Down-Converter Control CCA Receiver/Exciter CCA Sensor Processor Assembly Wired Chassis System Software INS/GPS Power Supply A-Kit Cooling Fan Antenna Assembly 1) The source will screen all defective units to identify each cause of malfunction. The source will repair all system malfunctions as necessary and verify each repair with the appropriate level of testing. The source will maintain a Repair Turn Around Time (RTAT) of 60 days for all corrective and repair actions at the LRU Level. The source will coordinate the shipment of all defective and repaired items. 2) The source will manage all repair and spare part inventories. The total number of operating hours for STARLite integrated on the PTDS will be 8,736 hours per aircraft for 12 months. With a total of nine (9) PTDS payloads, it is anticipated that a total of 59,000 hours will be flown per year. The total number of operating hours for STARLite integrated on Gray Eagle will be 2,190 hours per aircraft for 12 months. The system has a Mean Time Between System Abort (MTBSA) of 750 hours. The source will maintain a part's inventory that will adequately support a system Operational Availability (Ao) of at least 90 percent. 3) The source will provide software metrics. The source will perform configuration and software management of the system. The source will develop software to handle errors, defects, security, performance, and enhancements to the system as directed by the Government. The source will maintain the support and test environments necessary to maintain and test the system's operational software. The source will maintain a database for all Software Change Request (SCRs) and Software Problem reports (SPRs). 4) Source will have at a minimum the following certifications: ISO 9001:2000 (quality management) AS 9110:2009 (quality management) AS 9100:2009(quality management) ISO 14001:2004 (environmental management) OHSAS 18001:2007 (Safety program) CMMI Level 5 Partnering The source will participate in a Public Private Partnership (P3) with a Government depot. Limitations The Government does not own any detailed design/fabrication documentation, software source code, or the technical data package for the system to provide to a third party. Technical data is the property of the original equipment manufacturer, Northrop Grumman Electronic Systems (NGES). The Government will not provide any funding towards the equipping of the source's facilities, however, the Government will provide initial spare and repair parts to the source as Government Furnished Equipment (GFE). The Government will provide the source system Interface Control Documents (ICDs) upon request. Recommended RFI Response Format All materials submitted in response to this RFI must be unclassified. Interested parties possessing the capacity to deliver services that will meet the objectives outlined above are requested to provide a White Paper in electronic format describing the approach to produce, manage and meet the performance objectives established above and should address the following items: 1) Company Name, Contact Name, Position, Telephone, E-mail, Company URL 2) Comments with regard to the feasibility achieving the stated sustainment objectives to include a sustainment program schedule that represents a low risk approach to meeting the objectives outlined above. 3) Provide an assessment of the associated risks of executing the program and respective risk mitigation approaches to include potential challenges. 4) Technical and management approach for executing the program including a detailed program execution plan and sustainment considerations. 5) A Rough Order of Magnitude price estimate for labor and facility costs. 6) Corporate capabilities ( i.e., available facilities and assets to include existing repair and testing capabilities, facilities, and total available square footage that could be dedicated to the program and quality management programs, and company profile (i.e., company type, US or non-US ownership, Cage code, DUNs number, size and status as listed in the Central Contractor Registration). 7) Past and current relevant performance information. Written responses shall be submitted within fifteen (15) days of announcement. There is a 5MB email limit. Responses shall be limited to no more than 10 pages in length, to include the cover. All RFI responses should include a non-proprietary cover page, which includes your company name, technical point of contact, and contact information. This market survey is not a request for competitive proposals. Capabilities/qualifications will be evaluated solely for the purpose of conducting market research. Responses will be evaluated for their viability. The determination of procurement strategy, based upon the responses to this market survey, is solely within the discretion of the government. All sources may submit a response, which will be considered by the government. This market survey is for information and planning purposes only, does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the government.
