- Sources Sought for Fuel SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation Title: Unleaded, Diesel, and E-85 Fueling Operations at NIST, Gaithersburg, MD NAICS Code: 324110 NIST (National Institute of Standards and Technology) is seeking a capable vendor to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: a) The vendor shall have the ability to deliver Unleaded, Diesel and E-85 to the National Institute of Standards and Technology fueling site, located in Gaithersburg, MD. The sizes of the tanks and type of tanks located at NIST are as follows; 1. A. Unleaded is an underground tank that holds 6,000 gallons. 2. B. Diesel is an underground tank that holds 2,500 gallons. 3. C. E-85 is an above ground tank that holds 2,500 gallons. b) The vendor shall have access to appropriate amounts of products to ensure the availability for delivery when orders are issued. c) The vendor shall maintain the pricing of such fuel in a manner that it does not exceed the pricing of similar fuels at local fueling stations. NIST requires the fuel tanks to contain appropriate amounts of fuel at all times. The vendor will be required to deliver fuel that has been ordered within 72 hours from time of order, unless there is uncontrollable circumstance that would hinder this delivery to be made in a safe manner. At which time NIST would have to be notified of such circumstances. The vendor shall provide at least three references from projects that were performed within the last three years on contracts or task orders of relevant work of a similar type and scope as the current requirement with federal, state or local governments and/or commercial customers. If the vendor has no relevant past performance it should include a statement to that effect in its proposal. The government reserves the right to consider past performance data obtained from sources other than those provided by the vendor in its capabilities statement. The description of each reference described in this section shall not exceed a half page. For each of the above listed contracts/task orders, the vendor shall provide the following information: • Contract or task order number • Dollar value • Period of performance • Narrative describing the requirement and its relevance to the current requirement • Vendor's role and percentage of work completed in vendor's role • Name of contracting officer of point of contact and phone number The vendor shall include past performance information regarding any problems encountered on the contracts or task orders described above and corrective actions taken to resolve those problems NOTE: The total number of pages to reply to this source sought shall not exceed 5 pages and shall be mailed to the Contract Specialist below. No emailed or faxed capabilities statements will be accepted. NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
