- This acquisition is being offered as a 100% set aside for HUBZone, Size Standard $33.5 Million and NAICS code 237990. The Government will use a Price Performance Trade Off (PPT) Evaluation Process in accordance with Federal Acquisition Regulation (FAR) part 15.101-2. The estimated Magnitude of Construction is between $5 Million and $10 Million. The Government expects a single firm-fixed priced contract award. Description of Work: This project consists of raising the back dike along the northeastern boundary of the island approximately six feet in elevation in order to increase DMCA capacity. The back dike portion of the island is close to 23,850 feet in length and it is estimated that up to 760,000 cubic yards of material obtained from within the DMCA will be required to construct this entire embankment. There are presently eight weir locations across the back dike on the island. Three of the eight weirs located in the eastern most portion of the island will be removed and the weir outfall pipe at these locations will be blanked off in such a manner to prevent the flow of water through the pipe. The base portion of this solicitation consists of raising a majority of the back dike from the western end of the island a distance of 14,200 feet to the east and removing the three weirs at the eastern end of the island. It is estimated that up to 535,000 cubic yards of fill will be required to construct the base bid portion of the back dike. An option to the base contract is to extend the new dike embankment an additional 3,300 feet to the east. It is estimated that as much as an additional 120,000 cubic yards of fill obtained from within the DMCA will be required to construct this option. A second option to the base contract is to extend the new dike embankment the remaining 6,350 feet toward the eastern end of the island. It is estimated that as much as an additional 105,000 cubic yards of material obtained from within the DMCA will be required for this option. Award of the second option will only occur if the first option is awarded. Evaluation Criteria: Price Performance Trade Off (PPT) Evaluation Process in accordance with Federal Acquisition Regulation (FAR) part 15.101-2 evaluation process in rendering the best value decision for award of this contract. Evaluation factors will include past performance, corporate relevant experience and price. The offeror whose proposal is evaluated as technically acceptable and demonstrates the lowest fair and reasonable price will be awarded a contract. Specific evaluation factors and criteria will be forthcoming in the posted Request For Proposal. Award will be made to those Offerors whose technical submittal and price proposal contain the combination of criteria requested which offers the best overall value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation is anticipated to be available on or about March 08, 2013. NOTE: The Response Date referenced under General Information does not refer to the PROPOSAL DUE DATE.
