Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.106-1 to NuPhoton Technologies, Inc., 41610 Corning Pl Murrieta, CA 92562-7023, for purchase of amplifiers and control units. This procurement is being conducted under Simplified Acquisition Procedures. The ERDC GSL Survivability Engineering Branch is conducting research in association with the Naval Undersea Warfare Center in order to gain knowledge and experience in defeating specific threats to U.S. personnel and operations in the area of border protection and tunnel detection. The Government requires amplifiers from NuPhoton Technologies in order to be compatible with existing equipment owned by the Government. NuPhoton Technologies is the sole manufacturer of the required amplifiers. The Government requires two EDFA pre-amp modules, single channel, variable gain (nominally -40 dBm input power, -20 dBm output power). The system will also come equipped with necessary rack mounted power supplies for each unit. The following lists specification requirements for a Raman Pump Module for fiber optic distributed Raman amplification: Signal band: The amplification is for signals in the C band from 1530 to 1562 nm. Pump direction: the module shall be capable of either co-propagating or counter-propagating pumping Number of pumps: 2 Combined pump power: greater than = 700 mW Input power range: -40 to +0 dBm Polarization Dependent Gain: less than 0.4 dB Operational temperature range: -5 to 55 degrees C Size: less than 225 x 150 x 40 mm Connectors: FC/APC Control/ Communications: RS232 or equivalent Controls: a.) Independent control of all pumps, b.) Automatic power reduction, c.) Option: 110VAC rack-mount or desk-top controller, independent for all pumps, with front panel control switches, display, and alarm. Monitors: Display pump power, signal power, and line back reflection Delivery: Engineer Research and Development Center 3909 Halls Ferry Road Vicksburg, MS 39180-6199 The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Vendeck.Davis@usace.army.mil no later than 12:00 pm CST on March 12, 2013. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
