- THIS IS A NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control and Prevention(CDC), National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) intends to solicit a single source and award a firm fixed price Blanket Purchase Agreement to Roche Diagnostics Corporation in Indianapolis, IN, in accordance with FAR Part 15 - Contracting by Negotiation, FAR Part 12 - Acquisition of Commercial Items, and FAR Subpart 6.3 - Other Than Full and Open Competition. The purpose of this procurement is to establish a Blanket Purchase Agreement in order to purchase various reagent kits for the following: Roche Genome Sequencer FLX+ system; Genome Sequencer Junior; and COBAS IVD platform. The purchased reagents and supplies will be used to support the ongoing genomic sequencing research utilizing the Genome Sequencer FLX+ platform and the Genome Sequencer Junior platform, both housed at the Centers for Disease Control and Prevention. Reagents required to run this system include GS Titanium library preparation kits for linker modified single stranded DNA generation, GS Titanium emulsion based PCR kits for preparative reactions of bead-linked DNA fragments for sequencing, GS Titanium chemistry sequencing kits, and PicoTiter Plate Kits which provide the surface for sequencing of the DNA fragments. In addition, the government requires the reagents and supplies necessary to run COBAS® AmpliPrep/TaqMan® HBV and HCV Tests. These reagents and kits must be FDA approved for this platform to monitor an individual's viral load either at the time of diagnosis or during therapy. The anticipated Period of Performance is one 12-month base period, and four 12-month option periods. CDC anticipates soliciting and negotiating with only one source under the statutory authority 41 U.S.C. 253(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Roche Diagnostic Corporation is the only known source available to provide the supplies that meet mission critical requirements. The associated NACIS Code is 334516. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications statement to perform the effort, in writing to Mrs. Sharon Cunningham via email at cux0@cdc.gov with the solicitation number (2013-N-50017) referenced in the subject line, no later than 4:00 pm Eastern Time, March 15, 2013.
