Sources Sought EH This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Federal Occupational Health Service (FOH), Division of Environmental Health Services (DEHS) provides safety, occupational health, and environmental consulting services to other Federal agencies. DEHS provides safety, occupational health, and environmental consultation, and stimulates the development of improved safety, occupational health, and environmental programs throughout the Federal Government. DEHS defines safety, occupational health, and environmental consultation as comprehensive approach to workplace exposure assessments of chemical, biological, and physical hazards with a public health perspective; prevention of harm or loss of people, property, or the environment; promotion and maintenance of the highest degree of physical, mental, and social well-being within the workplace; development of work cultures which promote and support health and safety; improving the work environment and health and safety of the Federal work force; promoting environmental stewardship, greening of the government, and sustainability; and decreasing the Government's liability and health care costs through various safety, environmental, educational, and risk-based prevention programs. DEHS's organization, operations and programs are designed to provide the best occupational health services possible to Federal managers and their employees. Purpose and Objectives: The Program Support Center (PSC) at the Department of Health and Human Services (HHS) is inviting socio economic businesses the opportunity to subject capability statements that represents environmental health experience in one or more of the 10 HHS Regions. Predominance capability is expected in the areas of safety, occupational health, and environmental consulting services for federal employees. Your responses to the information requested will assist the Government in determining the appropriate acquisition method; including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Project Requirements: SMALL BUSINESS FIRMS ARE STRONGLY ENCOURAGED TO SUBMIT CAPABILITY STATEMENTS. THE CAPABILITLY STATEMENT MUST CLEARLY DEMONSTRATE THE FIRM'S CAPABILITY AND EXPERIENCE IN PROVIDING SAFETY, OCCUPATIONAL HEALTH, AND ENVIRONMENTAL CONSULTING SERVICES. In order to respond to this notice, interested firms should address the depth and breadth of technical capabilities, and must be able to clearly convey its experience and/or ability to perform in the following areas, which are identified as core services. • Safety and health training • Emergency supplies procurement, stockpiling, shipping, and associated management • Indoor environmental assessment and indoor air quality evaluations • Laboratory sample analysis • Exposure assessments and job hazard analysis • Personal protective equipment determinations and development of associated management programs and fitting and training. • Facility inspections for lead, asbestos, mold, and similar environmental concerns • Industrial hygiene oversight for abatement projects • Firing range assessments for lead contamination and safety • Food service inspections • Ergonomic assessments • Industrial hygiene assessments and sampling for chemical, biological, and physical hazards • Safety and health regulatory compliance and onsite support • Environmental engineering, geologic, archeologic, and hydro geologic investigations • Urgent response services • Fire protection and life safety services • Radiation safety • Develop chemical inventories and perform surveys for proper handling of hazardous materials • Greening of the government, sustainability, and environmental management systems Environmental Health services may be required seven days per week, and 365 days per year at various federal agency facilities located throughout each HHS Region, and routinely operates within a 65-mile radius of the major federal centers in each of the 10 HHS Regions (Boston, New York City, Philadelphia, Washington DC, Atlanta, Chicago, Dallas, Kansas City, Denver, San Francisco, Seattle). Services provided at these operational site locations should be completed by contractor staff located within the local commuting area. At times, some FOH regional customers may require occasional services to be provided at their operational sites at other various national and international locations, including American Territories. These may require occasional long distance travel; however, the majority of the work is expected to be performed following local travel guidelines as defined in the FTR. Travel and other direct costs will be reimbursed as required by the project. Work may be performed in a variety of labor categories with associated travel and other direct costs factored in to the delivery of vendor services. Examples of labor categories might include certified industrial hygienist, certified safety professional, industrial hygienist non-certified, AHERA Building Inspector, AHERA inspector management planner, lead inspector, lead risk assessor, environmental microbiologist, fire protection engineer, health education specialist, public health program analyst, certified professional ergonomist, biomechanical engineer, hazardous materials manager, phase contrast and polarized light microscopist, safety and health specialist, certified health physicist, environmental acoustical engineer, environmental chemist, environmental laboratory technician, environmental research technician, professional engineer, professional environmental engineer, and registered or certified environmental health sanitarian. Anticipated period of performance: N/A Other important considerations: N/A Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Interested small business firms are highly encouraged to respond to this notice. However, firms should understand that generic capability statements are not sufficient for effective evaluation of their capacity and capability to perform the work required. Responses must directly demonstrate the company's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Capability statement /information sought: Interested parties should submit a cover letter along with a capability statement not to exceed ten (10) pages. The capability statement should demonstrate the company's ability to perform. Additionally, the capability statement should include an outline of previous or similar projects, so that the government can perform a proper evaluation of the company's capability. The statement should also include an indication of certified 8(a) small business status if applicable. This indication should be clearly marked on the first (1st) page of the capability statement. The following information should also be included in the company's capability statement: • information about their organizations: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information; • respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUB Zone, etc.) pursuant to the applicable NAICS code; • technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses • Federal Supply Schedule information (if applicable) Responses shall be delivered, via email, in Microsoft Word format and must be received by 5PM EST March 10, 2013.
