- The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a bridge contract for interim services on a sole source basis to CACI-ISS, Inc, 14370 Newbrook Drive, Chantilly, VA 20151-2218. This requirement is to provide qualified personnel, services, and expertise to support the Air Force in providing management services for Expeditionary Contingency Medical Materiel (ECMM) to include War Reserve Materiel (WRM) and Home Station Medical Response (HSMR) assemblages; for assembly, sustainment, deployments, reconstitution, and modernization operations at the AF Medical Services (AFMS) designated Consolidated Storage and Distribution Centers (CSDCs) located at Lackland AFB/Port of San Antonio, TX, Travis AFB, Charleston AFB (facility located off-base in a GSA leased facility); 11 other CONUS/OCONUS-P Part II contractor staffed sites and 87 contractor staffed and unstaffed (travel only) Part III location operations supported by AFMOA/SGAL and AFMOA/SGALW in San Antonio, TX. Based on the start date of this contract, there is insufficient time to complete any required transition efforts by a new contractor which entails a 60-day period. The North American Industry Classification System (NAICS) code is 541614. The CHCC intends to award a 5-month bridge contract, including the clause at FAR 52.217-8, Option to Extend Services, to be awarded no later than 30April 2013. The anticipated period of performance is 1 May 2013 through 30 Sep 2013 and up to an additional 6 months if the option is exercised. This is a sole source award. The CHCC intends to solicit and negotiate only with CACI-ISS, Inc under the statutory authority permitting other than full and open competition in10 United States Code 2304(c)(1) and the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. However, any quotes, proposals, or capability statements received by 4:30pm CST Thursday, 07 March 2013, will be considered by the contracting officer.
