Description
1.0 Description of Services The linen exchange and laundry services contractor must provide all non-personal services for the operation and management for the Contingency Lodging Office, located on the Combat Readiness Training Center (CRTC), with Linen Exchange and Laundry Service to include, but not limited to, providing all necessary personnel, tools, transportation and materials necessary for the execution of the linen exchange and laundry requirement in accordance with commercial industry standards and practices. The linen exchange and laundry services are comprised of three (3) linen exchange locations. Contracted personnel are required to provide the quantities of all received and delivered items as indicated on the documentation. Quantities will be verified by CRTC Service Manager/representatives. Linen exchange services also include the maintenance of a linen inventory to accommodate unserviceable and/or emergency requirements. Laundry services will be on an as needed basis for the current CRTC linen stock. 1.1.1 The contractor will provide services to three (3) facilities on CRTC. The linen exchange service is provided for the use of the CRTC. The possibility exists however, that at some future point during the period of this contract additional linen exchange locations will be established on CRTC. If that possibility materializes, then the Government will negotiate those changes at that time. 1.1.2Pickup and Delivery Documentation The contractor shall either provide documentation of received and delivered items or sign CRTC documentation indicating quantities received or delivered. 1.1.2.1 The contractor shall verify quantities of received or delivered items by _TBD_______. 1.1.2.2 The contractor must validate the actual quantities of received or delivered items with CRTC representatives or CRTC directed personnel. The estimated workload quantities are indicated in Appendix 1 of this PWS. 1.1.2.3 The monthly invoice of services shall also be received from the contractor no later than the third working day of the next month. The contractor shall consolidate and verify all received and delivered quantities on the monthly invoice. 1.1.3Pick-up and Delivery Schedule The contractor shall make all scheduled pick-ups and deliveries. The Government must be made aware of all delayed pick-ups and deliveries. 1.1.3.1 The following chart specifies pick-up and delivery points and hours of operations excluding holidays. Pricing will be negotiated at the time of request. 1.2 Specific Tasks 1.2.1 Provide requested items in the requested quantities for a twice weekly laundry exchange service. All exchanged items will be clean, dry, folded, bundled, and counted. 1.2.1.1 All turned-in items will be inventoried and verified by CRTC Services Manager/representatives. 1.2.1.2 All received items will be inventoried and verified by CRTC Services Manager/ representatives. 1.2.1.3 Damaged items and shortages due to Government negligence, must be identified, recorded, brought to the attention the CRTC staff, and verified by the CRTC Services Manager/representative. 1.2.1.4 Depreciated compensation may be made for damages to contractor provided items, due to the negligence of the Government or identified shortages, upon presentation of proper documentation and verification to the Contracting Officer. 1.2.2 Provide laundering of Government furnished Linens. All laundered items will be clean, dry, folded, bundled, and counted. 1.2.2.1 All turned-in items will be inventoried and verified by CRTC Services Manager/ representative. 1.2.2.2 All received items will be inventoried and verified by CRTC Services Manager/ representative. 1.2.2.3 Damaged items and shortages due to contractor negligence, must be identified, recorded, brought to the attention the CRTC staff, and verified by the CRTC Services Manager/representative. 1.2.2.4 Depreciated compensation may be made for damages to Government provided items, due to the negligence of the contractor or identified shortages, upon presentation of proper documentation and CRTC verification to the Contracting Officer. 2.0 Services Summary The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance standards briefly describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. Paragraph 1.1.2Proper documentation and accurate records of the linen being exchanged and laundered 95% of the time Verify quantities are accurate Paragraph 1.1.2.2Zero discrepancies observed during pick-up and delivery 99% of the time Monthly invoices will be submittedParagraph 1.1.2.3All invoices will be accurate and submitted in within the time stated in the PWS 99% of the time 3.0 Government Furnished Property (GFP) and Services 3.1 The Government will provide space for the storage of linens and laundered items. 3.2 The Government may periodically provide items from the list in section 1.1.4 for laundering. 4.0 General Information The contractor must provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s) who shall act in the absence of the manager shall be designated in writing to the contracting officer. The contract manager or alternate shall be available during normal duty hours within 2 hours to meet on the installation with Government personnel designated by the contracting officer to discuss problem areas. The contract manager and alternate(s) must be able to read, write, speak and understand English. 4.1. Appearance & Apparel Contract personnel shall present a neat and well-groomed appearance and act in a professional manner. 4.1.1 During periods of warm weather, the wear of sleeved T-shirts as outer garments is permitted however, T-shirts must be plain or only display the company logo. 4.1.2 Prohibited apparel is as follows. Apparel in a ragged or frayed condition, tank tops, halter tops, crop tops, sleeveless shirts, mesh and see through garments, exposed clothing with obscene or advertising logos or undergarment type shirts worn as exterior clothing, gym or sweat suit apparel, other abbreviated attire, or any clothing that in the judgment of the Government could present an unfavorable image or cast discredit upon the installation, its personnel, or the Michigan Air National Guard. 4.2 Smoking Policy The contractor and its employees shall comply with CRTC base smoking policy as described in federal and local policies. 4.3 Service During Crisis Situations In accordance with DoDI 3020.37, Continuation of Essential DoD Contractor Services During Crisis, this service has been identified as not a mission essential service. 4.4 Safety 4.4.1 The contractor shall establish a safety and occupational health program for itself and any subcontractors that is consistent with requirements of the Occupational Safety and Health Administration (OSHA), Title 29, Code of Federal Regulations. The contractor must also provide personnel protective equipment and training consistent with applicable standards. The contractor shall identify and comply with all applicable federal, state, and local statutes, applicable DoD and CRTC instructions, manuals, handbooks, guidance and policy memos. 4.4.2 The contractors are solely responsible for compliance with OSHA standards and the protection of their employees. A significant interest for the Michigan National Guard is to protect personnel working in or around contractor operations and National Guard equipment and property to ensure a safe and healthy work environment for its personnel. This is accomplished by contractor abatement of hazardous conditions, application of administrative controls, and the use of PPE. 4.4.3 Immediately report to the CRTC Safety Office, all mishaps involving serious personnel injuries, fatalities, and/or government property/equipment damage occurring on the job. The contractor shall not disturb the mishap scene until proper officials authorize movement. Any time the Contracting Officer becomes aware of the contractor's non-compliance with safety directives that could cause injury to Michigan National Guard personnel or damage to CRTC, he/she will inform the contractor. The contractor shall take immediate steps to correct the situation. 4.4.4 Coordinate any activity performed by the contractor that has the potential to expose DoD or other personnel to chemical, biological and/or radiological hazards with the base Engineering and Environmental Management Office prior to performing the activity. 4.4.5 Recognized Holidays The contractor is not required to provide routine service on the following days unless specifically requested in advance: New Years Day01 January Martin Luther King, Jr's BirthdayThird Monday in January President's DayThird Monday in February Memorial DayLast Monday in May Independence Day04 July Labor DayFirst Monday in September Columbus DaySecond Monday in October Veteran's Day11 November Thanksgiving DayThird Thursday in November Christmas Day25 December NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday.
