- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E136, Bethesda, MD 20892. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) intends to procure on a sole-source basis with Elekta Inc., 4775 Peachtree Industrial Blvd. Norcross, GA 30092 for a government-owned Nucletron MicroSelectron v.2 High Dose-Rate Remote Afterloader; including testing the parts or accessories. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Period of Performance shall be for a base period of twelve (12) months with four (4) twelve (12) month option periods. The Radiation Oncology Branch of the CCR treats cancer patients with radiation according to approved clinical protocols. One of the treatment modalities employed by ROB is brachytherapy. This employs an advanced, computer controlled device for positioning and moving a radioactive source in a controlled fashion. It also incorporates a specialized treatment planning system which translates the desired dose distribution into a control functions which drive the treatment planning system. The radioactive source contained within the treatment planning system needs to be replaced every 3 months. A service contract is also required for service in the event of failure of any component of the HDR or the TPS. The contractor shall provide: 1) four (4) preventive maintenance inspection; 2) unlimited emergency repair within twenty-four hours of first call; 3) all required replacement parts will be at no additional cost to the Government with the exception of consumable parts; and 4) free software upgrades where applicable. Field Service Representative shall be factory trained and have two (2) years experience in servicing all components of the aforementioned instrument. The Field Service Representative shall be licensed by the Nuclear Regulatory Commission as per 10 CFR 35.605. All primary service personnel shall have at least one backup Field Service representative with at least the same level of expertise on all equipment covered by this contract. Elekta Inc.(formerly Nucletron Inc.) is the sole distributor of both the MicroSelectron HDR remote afterloader and the PLATO BPS treatment planning systems. The equipment is highly specialized and complicated, integrating many proprietary technologies. Sole source acquisition of this service contract is requested to maintain operability of this vital, mission critical equipment. Elekta is the sole source of spare parts and the sole provider of the software required for its operation. Additionally, service of these units is strictly governed by the US Nuclear Regulatory Commission. Service providers must meet strict regulations and the service technicians must be specially trained as per 10 CFR 35, Subpart H. Service providers must also possess an NRC license to handle radioactive materials and the individual sources must be strictly accounted for. Elekta is the only provider known to the NCI that can fully meet these requirements. Additionally, service of these units is strictly governed by the US Nuclear Regulatory Commission. Service providers must meet strict regulations and the service technicians must meet the requirements listed in 10 CFR 35.605. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 11, 2013. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through SAM.gov.
