- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane Division plans to enter into an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract for a maximum six month performance with Scientific Applications International Corporation (SAIC), 10260 Campus Point, San Diego, CA 92121. It is anticipated that Fixed Price Level of Effort (FPLOE) task orders will be issued as required for a continuation of training and training support of weapons and inspection and repair of weapons. Performance based tasking will provide a wide range of technical support for the training of U.S. Navy Special Warfare/Special Operating Forces (SOF) and other DOD agencies. This will include report generation, logistic documentation, joint training plan update, training curriculum/documentation, development of presentation material. Tasking will require a Special Operations Forces Fielding and Training Team (SOF FTT) for coordinating and executing the fielding and New Equipment Training (NET) of SOF procured equipment, as well as refresher training and new equipment modifications on a continuous basis to maintain SOF firepower on the cutting edge of technology. The SOF FTT will also provide support for new logistics training, inspections, and other logistics actions required to fully install new systems in combat units, to inspect old systems, and to ensure turn-in of obsolete, worn, or damaged systems. The FTT tasking will be conducted worldwide and will require travel on a continuous basis. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is to prevent an unacceptable lapse in the technical support of critical weapon systems. These Small Arms Weapon system requirements play a central role in the Navy ™s combat mission. Any interruption in deliveries and support of these critical projects would result in reduced warfighter effectiveness due to loss of full mission capability. SAIC is the only vendor capable of continuing to provide the Navy with uninterrupted training and technical support of Small Arms Weapon systems. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
