- Description
- The USDA Forest Service, Pacific Northwest Region 6 (Oregon and Washington) is soliciting quotes (RFQ) for Weed Washing Units for use on a local, Regional and Nationwide basis. The Contractor is responsible for all equipment, transportation to/from incident, and setup/take down necessary to meet or exceed the Agreement specifications. The resources may be used on fire suppression and all-hazard incidents. The Incident Commander or responsible Government Representative is authorized to administer the technical aspects of this agreement. The Agreement will be competitively awarded by Dispatch Centers within Region 6. The Government anticipates awarding multiple Incident Blanket Purchase Agreement (I-BPA) using set aside for Service Disabled Veteran-Owned Small Business (SDVOSB), and 8(a)and all other Small Businesses as defined under NAICS 115310. The Small Business size standard is $17.5 million. NAICS must be registered in SAM to validate business status. Note: This solicitation is set up for the Pacific Northwest Geographic Area and will be hosted out of only four (4) host centers: 1.Central Oregon Inter Agency Dispatch Center 2.Medford Interagency Communication Center 3.Vale District Dispatch 4.Central Washington Interagency Communication Center All vendors will be awarded, ranked, and DPL will be generated by this host unit. No other dispatch centers will be offered or accepted at this time. Additionally, for each weed washing unit listed the vendor shall provide a clear accurate picture of each piece of equipment that is to be offered. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system; to use VIPR you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php Other information for Vendors is listed below: 1) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registrations. 2) Vendors must have a valid DUNS Number. Request a free DUNS Number from Dun and Bradstreet on the web at https://iupdate.dnb.com/iUpdate/companylookup.htm 3) Register in the System for Award Management (SAM) as stated in the solicitation. Vendors can access SAM at https://www.sam.gov/. This system has replaced the systems formerly known as CCR and ORCA. 4) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php 5) This solicitation will use the VIPR Vendor Application to respond to the solicitation. Vendors must register in this app on the web at http://www.fs.fed.us/business/incident/vendorapp.php Because all VIPR awarded documents are required to be issued in the following manner, the vendors primary company name MUST be the IRS approved TAX PAYER NAME. "THE TAX PAYER NAME must appear exactly as stated in SAM, including punctuation, spacing conventions, and spelling. The second line in the VIPR vendor application allows for a name you are doing business as - listed as DBA. You may list your DUN and Bradstreet legal business name or your dba name as stated in SAM. Both your Tax Payer Name and your DBA name will appear on the award document and the DPL(Dispatch Priority List). The solicitation will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about February 22, 2013. Electronic responses must be transmitted in the VIPR Vendor Application no later than 4:30 P.M. Pacific Time on March 26, 2013. NO PAPER COPIES WILL BE ISSUED OR ACCEPTED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; THIS IS AN ALL ELECTRONIC PROCESS.
