- Defense Logistics Agency - Energy anticipates issuing a Request for Proposal (RFP) within the next 60 to 90 days for Alongside Aircraft Fuel Delivery services at Naval Air Station Patuxent River (Pax River), MD. Services include furnishing, managing, maintaining and operating mobile fuel servicing equipment required and necessary to support the facilities, equipment, vehicles, and aircraft assigned to and as may transit, deploy to or exercise from Pax River. The Service Provider (SP) shall be responsible for the following fuels and cryogenic management functions using best commercial practices: - fuel services (issue and defuel) of aviation fuel to aircraft, ground support equipment, and facilities using mobile refuelers and/or fixed direct refueling/pantograph systems - fuel services (issue and defuel) of ground fuel products via mobile fuel servicing truck - the operation of the automated service station - limited product quality surveillance, i.e., sampling, visusl examination of products, the forwarding of sample requiring further test to the Government laboratory - fuel accounting, administrative functions, collection, and downloading into the Government accounting system - the receipt, to include sampling and submission of samples for analysis, storage, handling, and issue of cryogenic products (LOX and LN2) and gases The SP shall be responsible for and furnish as required, all personnel, equipment, material and/or facilities necessary for providing these services. The SP is also required to provide an automated preventive maintenance (PM) program to document all inspections, PM, maintenance, and repair actions DLA Energy will follow source selection procedures utilizing the Lowest Price Technically Acceptable (LPTA) process in accordance with FAR 15.101-1 for this acquisition. The expected period of performance is December 1, 2013 through November 30, 2018 (5 years) with a five-year option from December 1, 2018 through November 30, 2023. A pre-proposal conference will be conducted by DLA Energy after the RFP is issued. Date of the conference will be announced at a later time. This acquisition will be set-aside for 100% small business (SB) participation. The NAICS code is 484220 and the threshold for Small Businesses is $25,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration.
