Pre-Solicitation Notice REPLACE SELECTED SPRINKLER MAINS - PHASE 2 Project: 437-13-105 Work shall include, but shall not be limited to: all required general construction, alterations, mechanical and electrical work, equipment, utility systems, necessary removal of existing structures, labor and certain other items as indicated on the drawings and specifications to complete Fargo VA Health Care System project 437-13-105, Replace Selected Sprinkler Mains - Phase 2 in accordance with the contract documents. Per plans and specifications the contractor shall replace selected sprinkler mains in accordance with this Scope of Work, the contract documents, all applicable federal, state and local codes, NFPA, and any other applicable requirements. Work shall include, but shall not be limited to demolition of selected sprinkler main to be determined with input from VA staff during design meetings and the reinstallation of new sprinkler main to replace the sections that were removed. Ceiling tile remove and reinstallation is required. Electrical work is required to disconnect and reconnect fire alarm and power components noted on the contract documents. All work shall conform to code requirements and temporary life safety measures and fire protection may have to be required for the construction contract under the design. The sprinkler mains to be replaced shall be in the main medical center buildings, unless noted otherwise during design. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 365 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $250,000 and $500,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in SAM and ORCA prior to award: https://www.sam.gov; and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or around 11 March 2013. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
