- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1), with Life Technologies Foster City, CA for 3 years of preventive maintenance service for a microwave Vector Network Analyzer. The services shall include the following: - Preventive Maintenance - Service Calls - Telephone Support - Warranty Life Technologies is the only source that can provide all support for equipment, Life Technologies does not authorize any Third Party service provider in North America to perform maintenance and repair on Applied Biosystems instruments. Life Technologies is the only manufacturer authorized service provider for AB instruments. Life Technologies maintains Intellectual Property (IP) rights to its collection of software and service tools software. Third party resellers and service providers are strictly prohibited from accessing, using or selling this software. Life Technologies uses only business class computers built to specific specifications from Life Technologies by DELL. Under the terms of a Life Technologies Service plan, we are required to maintain the computer, which may mean repair or replacement. Spares provided by DELL are exclusive to our business class computers and are not available to third party resellers or service providers. Life Technologies Service Engineers must go through a multi-step process to obtain factory certification to work on AB instruments and software. Certification renewed every two years and they must remain certified on Class IIIB lasers. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $19 million or less. The requested service agreement is for one base year and two option periods. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by March 11, 2013 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
