- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage can serve as an alternative if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for Antenna System and Component Maintenance and Repair in support of Electronic Countermeasures, Fire Control, and Search Radars as follows: These services shall include maintenance and repair of AN/SPQ-9B, AN/SPA-25, AN/SPS-40, AN/SPS-55, AN/SPS-48, AN/SPS-49, AN/SPG-62, AN/SPS-67(V)1 and (V)3/5, AN/SPS-73, AN/SPS-74, MK-82 Antenna Systems/Components, and select below deck AN/SPS-49 equipment and will utilize a combination of Cost Plus Fixed Fee (CPFF) CLINs and Firm Fixed Price (FFP) CLINs. The anticipated ordering period will be 5 years from the effective date of the contract. Maintenance and Repair shall be in accordance with the Statement of Work (SOW) and applicable documents in Section 2 of the SOW. The SOW will contain Program Management Requirements, Facilities Requirements, Logistics Management Requirements, Process Monitoring and Improvement Requirements, Maintenance and Repair of Established System Requirements, Maintenance and Repair of Non-Established System Requirements, Technical Support Service Requirements, and Data submission requirements. The work performed under this contract shall be performed at the prime contractor owned/leased facilities or at Government site. The contractor facility shall be located within a four hour drive time, one way to NSWC Crane, 300 Hwy 361, Crane, Indiana 47522. Delivery shall be F.O.B. Destination, NSWC Crane, Crane, Indiana. This draft solicitation is being issued on or about 22 February 2013. Please note this is only a draft, and elements of the solicitation may not be included or may be incomplete. The formal solicitation, when released, may differ from this document. The release of this draft provides industry an opportunity to solicit comments and questions before the formal solicitation is released. Please direct all questions/comments in writing via email to elizabeth.fleetwood@navy.mil by 08 March 2013. NOTE: The draft RFP may be released without all procedures and attachments. Distribution authorizations are pending for a portion of the procedural documents. The formal solicitation will be issued utilizing full and open competition procedures. The formal solicitation will be available for download on or about 08 March 2013 at the two websites listed above. The formal solicitation closing date will be on or about 07 May 2013. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject services. Submitting a bid from NECO web site by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the formal solicitation and to submit offers to the POC at NSWC Crane in accordance with the solicitation to be considered.
