Description
This combined synopsis/solicitation has been amended to add two additional attachments as responses to questions received during the question/answer period that closed on 12 February 2013. The terms and conditions of the solicitation remain unchanged and the Performance Work Statement has not been changed. Please see the two additional attachments: TechExhibit C SiteLayoutPlanDrawing This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-64. This requirement has been deemed 100% small business set aside under the associated North American Industry Classification System (NAICS) Code 334513, Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, and the Business Size Standard is 500 employees. The Government contemplates award of a Firm-Fixed Price contract in accordance with FAR 13.5, Test Program for Certain Commercial Items. This procurement will be evaluated as lowest priced, technically acceptable for the purchase, delivery, and installation of the following equipment: One (1) Pick and Place Robotic Arm Workcell with Safety Enclosure Fence See the attached Performance Work Statement (PWS) for the Robotic Arm Workcell and Enclosure's required specifications, capabilities, and installation requirements. NOTES to OFFERORS: All equipment WITHOUT EXCEPTION must be new and manufacturer's warranties information must be included. Offerors will respond to each of the numbered required capabilities identified in the PWS. Diagrams, photos, and/or additional information are acceptable but not required. Provide the Government detailed information on the following: a. Installation procedures as it pertains to this requirement b. Detailed schedule to include at a minimum: estimated date of receipt for complete robotic arm workcell, estimated start date of installation, and estimated completion date of installation. c. Point of contact name and contact information, CAGE code, DUNS number, and TIN Incorporate the detailed information above as the last items of the proposal. Contractor quotes must account for all aspects of the Performance Work Statement and must address each requirement listed. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. The technical evaluation will be a determination based on information furnished by the vendor.
