Description
This is a COMBINED SOLICITATION/SYNOPSIS for commercial items in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. Interested contractors/persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of interest is not a request for competitive proposals. However, all proposals received by 26 February 2013, 09:00AM, Pacific Standard Time, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Prepared with the intent to award on a sole source basis to Cardinal Health 200, LLC, 1430 Waukegan Road MPKB-2A, IL, 60085. IAW FAR 13.106-1(b)(1), the sole source is based on Cardinal Health 200, LLC providing Radio Frequency (RF) surgical gauzes and towels embedded with the proprietary RF tags used as part of the RF Surgical Detection System which is currently utilized by the Government. When the RF Surgical Detection System is activated and the wand is passed over a patient prior to closing procedures, an audible and visual alarm immediately signals the presence of any retained object(s) fitted with a tag. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The following factors to be used to evaluate offers: Technical Capability, Delivery, and Price. Technical capability and delivery, when combined, are significant evaluation factors that will be used to arrive at a best value award decision. Contractors who do not meet the first 2 factors will not undergo a price evaluation. The Government will only consider firm fixed-price quotations.
