Description
Acquisition of Print Books for National Library Service for the Blind and Physically Handicapped, Library of Congress, 2013-2018 The National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress, intends to establish Blanket Purchase Agreements for a 5-year term with qualified entities for the acquisition of commercially published print books-predominantly adult and juvenile trade hardcover editions of popular fiction and nonfiction-to be used for the production of braille and protected digital audiobooks to be made available to eligible blind, visually impaired, and physically disabled patrons of the free national library service. Under a special exemption of the U.S. copyright law, NLS annually selects, purchases, and produces (using federal funds) approximately 2,000 unabridged audiobooks and 500 braille books. The NLS Union Catalog provides access to more than 200,000 titles in alternate formats, most of them produced by NLS and its affiliated network libraries. Anticipated reader demand determines the number of copies produced for any title. Once a title has been created, proprietary digital cartridges are mass produced under contract and distributed to 111 regional and subregional libraries across the United States. NLS also makes more than 50,000 audio and electronic braille publications available for download on its protected website, BARD. Vendors will provide print books in multiple copies (2 or 4) to NLS on an as-needed basis during the period of performance. Typically, 60-70 orders are placed annually. Books are selected by professional staff of the NLS Collection Development Section and assigned for production in audio and braille formats to contractors. NLS intends to establish multiple agreements with separate organizations for the acquisition of hard-to-find and out-of-print titles. The approximate date of release of the RFP is March 5th, 2013, and the approximate date of award is May 2013. Offerors will also be asked to submit technical and cost proposals in response to the following requirements. Requirements: 1. Must be able to supply requested books in a consistent and timely manner. 2. Must use common carrier (e.g., UPS, FedEx) rather than the U.S. Postal Service (NLS cannot dependably receive USPS mail). 3. Must have a reliable customer service capability and provide live personal response to queries and problems. 4. Must offer an extensive inventory of current in-print trade books published in the United States and/or an extensive inventory of out-of-print and hard-to-find trade books published in the United States. NLS must acquire both current and out-of-print titles as well as books in Spanish published in the U.S. 5. Must offer reasonable prices for used and OP books and substantial discounts on most in-print titles (40-45%). 6. Must perform at an extremely high level of reliability with speedy responses to requests for assistance or clarification.
