Item List - Attachment 2 J&A - Attachment 3 Solicitation - Attachment 1 1. Request for Quote (RFQ) The Defense Human Resources Activity (DHRA) hereby requests submission of quotes for the Defense Manpower Data Center (DMDC) requirement for Hitachi Data Systems (HDS) license renewal and maintenance support. The contemplated purchase will be a Firm-Fixed Price contract, 100% set-aside to small business using NAICS 541519. Bidders shall provide the following information with their quote: CAGE code, DUNS number, Tax Identification Number (TIN), business size. The Government will award to the lowest price, technically acceptable quote based on the Specifications provided and that can meet the delivery schedule. In no event will the Government make an award against an offer that the Government does not find to be fair and reasonably priced. This is an ALL or NONE requirement. Partial quotes will not be accepted or evaluated and will be deemed nonresponsive to this requirement. DISCOUNTS are highly encouraged. 2. Each Offerors quote will be evaluated using the following criteria as per the Statement of Work (SOW). See Attachment 1 – Solicitation, and Attachment 2 – Item List. “Lowest Price, Technically Acceptable” Evaluation Standards & Definitions Acceptable All of the minimum acceptable criteria are clearly met by the offer. The offeror’s offer meets the performance and technical capability requirements defined in the RFQ. Once the offeror’s offer has been determined to be “technically acceptable,” award will based on cost only. Unacceptable Not all of the minimum acceptable criteria are met by the offer. An unacceptable offer contains one or more deficiencies. Offer fails to meet specified minimum performance and technical capability requirements defined in the SOW. Once the offeror’s offer has been determined to be “technically unacceptable,” it will not be considered for award. 3. Price Evaluation The Government will conduct an appropriate price analysis to determine whether prices are fair and reasonable. 4. Technical Capability A document addressing how the Offeror meets the requirement of the attached Statement of Work and that can meet the delivery schedule. 5. 508 Accessibility Standards The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable to this acquisition. Technical Standard X 1194.21 - Software Applications and Operating Systems 1194.22 - Web Based Intranet and Internet Information and Applications 1194.23 - Telecommunications Products 1194.24 - Video and Multimedia Products 1194.25 - Self-Contained, Closed Products 1194.26 - Desktop and Portable Computers X 1194.41 - Information, Documentation and Support Functional Performance Criteria X 1194.31 - Functional Performance Criteria 6. Any and all questions regarding this action shall be sent to Hector E. Monge (hector.monge@osd.pentagon.mil). Questions will be received up to February 21, 2013 no later than 11:00 A.M. Eastern Standard Time (EST). Questions received after this date and time may not be answered. 7. The due date for quote submission is March 5, 2013 at 11:00 A.M. Eastern Standard Time (EST). Quotes received after this date and time will be deemed unresponsive. 8. The Government will incur no costs associated with the preparation of any quote submitted for this solicitation. 9. FORMAT. All submissions must be Microsoft Office 2000 compatible. 10. ACCOUNTING AND APPROPRIATION DATA: The Administration Office and Accounting & Appropriation Data will be specified at time of award. 11. Offerors are responsible for downloading all attachments.
