- Description
- This is a modification to the RFI titled, 'Development of an On-Orbit Robotic Servicing Capability for Spacecraft' which was posted on November 3, 2011. You are hereby notified of the following: The Satellite Servicing Capabilities Office (SSCO) of the National Aeronautics and Space Administration is conducting a Servicing Payload Systems Requirements Review (SRR) on March 25-26, 2013. The meeting will be held at the Goddard Space Flight Center in Greenbelt, MD 20771, from 8:30 am to 5:00 pm each day, and will be open to U.S. organizations interested in partnering with NASA on a potential geosynchronous Earth orbit (GEO) servicing mission, subject to the procedures described below. This review will examine the functional and performance requirements defined for the servicing payload and will ensure that the requirements and selected concept satisfy the mission needs. This announcement serves as a notice only and is issued solely for information and planning purposes. Neither the review nor this announcement constitutes a formal solicitation for proposals or proposal abstracts. This notice does not constitute, implied or otherwise, that NASA will take further action on this matter. Participation in the review is voluntary and is not required to propose to any future solicitation. NASA will not provide reimbursement for any costs incurred to attend this review. Program Description: The SSCO wishes to advance the state of robotic servicing technology to enable the routine servicing of satellites that were not designed with servicing in mind. NASA encourages the creation of a domestic commercial capability that meets both future Government and non-government needs. The strategy for achieving these objectives involves collaboration with private domestic entities that leverage the governments existing intellectual property, technological resources, and expertise. To achieve these objectives NASA is exploring a Government-commercial partnership to demonstrate an on-orbit servicing capability for client satellites located in GEO. Such a capability would potentially provide life extension servicing over a range of candidate client satellites. Specific on-orbit servicing capabilities may include remote survey, relocation, refueling, repair, and component replacement. Review Information: The goal in having potential partners attend this review is to familiarize participants with the current servicing payload requirements for a servicing mission. An SRR for the Servicing Mission would be conducted once a Partner is on-board. See http://ssco.gsfc.nasa.gov for additional technical background on SSCO servicing technologies. See https://www.fbo.gov/?s=opportunity&mode=form&tab=core&id=b3a0b821a9325ffe5e9c0e372f14588c &_cview=0 for additional background information and the earlier releases of this RFI. It is the responsibility of any potential offerors/bidders to monitor FedBizOpps or the NASA Acquisition Internet Service websites for the release of additional information, solicitation, synopsis, or related documents. Registration Information: Interested parties must register in order to attend. To register send an e-mail to both claudia.canales-1@nasa.gov and mary.reph@nasa.gov with the name, affiliation, e-mail address and phone number of proposed attendees. The registration deadline is 5:00 pm EDT, March 8, 2013. Participants must register no later than this time/date. Visitors will not be admitted without prior registration. This invitation is intended for organizations who are able to fulfill all or most of the aspects of the partnership as a potential prime offeror. Due to the content of the presentations and facility security requirements, only U.S. citizens may attend. All attendees will be required to present government issued photo identification upon entry to the event. Attendance is not required to propose to any associated future solicitation. Qualified organizations not able to attend but who are interested in this partnership should contact the GSFC SSCO by sending an e-mail to both claudia.canales-1@nasa.gov and mary.reph@nasa.gov.
