- Description
- In accordance with FAR 5.204, this is a pre-solicitation notice for the reacquisition of United States Air Forces in Europe (USAFE) Advisory and Assistance Services (A&AS). This is a notice of intent and does not constitute a solicitation or obligate the Government to award a contract. No response to this notice is required. USAFE, European Command (EUCOM), and US Army in Europe (USAREUR) have a consolidated requirement for A&AS. The proposed contract shall serve as a vehicle to provide broad technical and analytical services to support and improve policy development, decision making, and management and administration, as well as improve the operation of systems within the primary using activities' areas of responsibility. Outputs may take the form of information, advice, alternatives, analyses, evaluations, recommendations, training and the day-to-day aid of support personnel needed to complement the Government's technical expertise. In addition, the proposed contract will serve as a vehicle for non-A&AS support, which is incidental to the A&AS. The required support for A&AS will fall into one of the following categories: 1) Management, Operational and Professional Support Services, 2) Studies, Analyses and Evaluations, and 3) Engineering and Technical Services. The proposed contract period of performance includes a one-year base period and four one-year option periods. This is a non-commercial requirement that is anticipated to result in a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a minimum of two awardees and target of four awardees. All awarded contracts will include fully burdened labor hour wrap rates for the duration of the period of performance. This is a competitive acquisition utilizing full and open competition procedures. Foreign companies are permitted to propose but must be in compliance with the facility clearance requirements. The solicitation is expected to be issued via FedBizOpps (FBO) on or around 22 Mar 2013, with responses due 45 days thereafter. A pre-proposal conference is anticipated to be held on or around 4 Apr 2013 at Ramstein Air Base, Germany. Contract award is anticipated in April 2014. All prospective offerors are responsible for retrieving updated information via FBO, to include but not limited to, industry questions and responses and, once posted, the solicitation with attachments and any amendments thereto. No telephone or written requests for the solicitation package will be accepted. Prospective contractors are encouraged to ensure registration in the System for Award Management (SAM) - formerly the Central Contractor Registration (CCR). SAM registration must be completed to be considered eligible for award. Representations and Certification must also be updated via SAM.
