- This is a Synopsis Notice for Base Operating Support Services at U.S. Naval Station Guantanamo Bay, Cuba. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The point of contact is Rebecca Jones, Contract Specialist, (904) 542-8816; or Susan Smallwood, Contract Specialist, (904) 542-8815. The solicitation number has changed (since the sources sought notice) from N69450-12-R-7590 to N69450-13-R-7999. The proposed contract type is a combination Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (FFP/IDIQ) contract. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. The contract term is anticipated to be a base period of one-year and four one-year option periods, for a total contract performance period not to exceed five years. The FFP base year requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under FAR 52.217-8 Option to Extend Services clause. The primary NAICS Code for this procurement is 561210 and the annual small business size standard is $35.5M dollars. This acquisition is for Base Operating Support (BOS) services at U.S. Naval Station Guantanamo Bay, Cuba. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Pending approval, this contract will replace two contracts, N62470-06-D-4611, awarded in 2006 for similar BOS services, and N69450-12-D-7580, awarded in 2012 for similar Utilities BOS services. Information about the current contract(s) and the incumbent contractor(s) (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. The work will include all labor, supervision, management, and materials, except that specified as Government furnished, to effectively perform BOS services (including Utilities BOS services) at U.S. Naval Station Guantanamo Bay. The BOS services include the following functions: Family Housing, Facility Investment, Custodial, Pest Control, Integrated Solid Waste Management, Grounds Maintenance, and Transportation. In addition, the Utilities BOS services include the following functions: Electrical, Wastewater, Water, Other (Swimming Pools), and limited Facilities Support functions. In the event the request to consolidate these two contracts is denied, the Government will only solicit BOS services similar to those under contract N62470-06-D-4611. This requirement is performance based. It is anticipated that the Request for Proposal (RFP) will be issued on an unrestricted basis. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. ***NOTE: The Government intends to release one DRAFT solicitation of this procurement on or about 28 February 2013. This DRAFT solicitation will include two separate draft specifications; (1) for BOS services and (2) for Utilities BOS services. These specifications will remain separate for DRAFT solicitation purposes. Pending approval, the Government intends to either consolidate the two specifications into the final RFP or solicit for similar services as stated under contract N62470-06-D-4611. There will be a comment period for potential offerors to submit questions related to the DRAFT solicitation. Reference the Cover Page of the DRAFT solicitation for instructions on submitting comments/questions. Following the comment period, comments will be reviewed and discussed at an industry forum scheduled in May 2013. More information regarding this industry forum will be forthcoming in a special notice. Offerors can view and/or download the draft and final solicitations at https://www.neco.navy.mil/ when they become available. The anticipated date of final RFP issuance is on or about 17 June 2013.
