Description
The US Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has a requirement to obtain complete Operation Enduring Freedom Camouflage Pattern (OCP) Soldier Plate Carrier Systems (SPCS), SPCS conversion kits, and SPCS soft ballistics packages in support of Product Manager Soldier Protective Equipment (PM SPE). The SPCS is a lightweight, hard armor plate carrier system which reduces the Soldier's load and increases Soldier mobility. The SPCS is designed to provide optimum direct fire protection while maximizing comfort, functionality, and mobility for the Soldier. The system also provides Modular Lightweight Load-carrying Equipment attachment capability across the complete vest, and contains a quick release capability for emergency doffing of the system. The SPCS consists of an outer carrier with soft armor ballistic inserts and a cummerbund for better system stabilization and increased ballistic area of coverage around the torso. It is a critical piece of personal protective equipment that provides vital ballistic protection for the Soldier. ACC-APG anticipates awarding one (1) firm, fixed price (FFP) Requirements-type contract as a result of the solicitation. The requirement will be competed, on an all or none basis, using the procedures at Federal Acquisition Regulations (FAR) Part 15 and will be solicited using a 100 % small business set-aside under North American Industry Classification System code (NAICS) 315990. The requirement is for an estimated: a.) One hundred and seventeen (117) First Article Test (FAT) OCP SPCS; b.) maximum quantity of sixty-five thousand (65,000) OCP SPCS; c.) maximum quantity of sixty thousand (60,000) SPCS Conversion Kit Pricing; and d.) maximum quantity of fifteen thousand (15,000) SPCS Soft Ballistic Packages. All items being procured under this requirement shall meet or exceed the requirements set forth in Purchase Description AR/PD 10-04, Rev E, dated 8 January 2013. The minimum quantity will be set forth within any resulting solicitation. Formal solicitation W91CRB-13-R-0027 will be posted on the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil) on or about 28 February 2013. The complete solicitation package, including any amendments should be received prior to submitting a response. It is the responsibility of those responding to the RFP to obtain all amendments and/or other applicable documents. Lisa J.
