Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Only small business sources shall respond to this sources sought synopsis. Project Title: Organizational and Advisory Services Project Description: The purpose of this project is to obtain support for the Office of Management (OM) in developing a strategic approach to administrative management and developing as a high-performance organization. This consists of creating an OM identity including a unified mission with supporting vision, values, branding and a strategic administrative plan. This will include developing a strategy for team building, planning events, facilitating sessions, providing feedback to leadership, and implementing communications and action plans. OM seeks to conduct facilitated strategic administrative planning. The objective is to create a written strategic plan that incorporates OM's unified mission, and is developed through staff and stakeholder engagement. This plan shall cover the breadth of administrative priorities for OM. In addition, to developing a high performance organization and improving customer service, OM seeks to evaluate and cultivate staff talent, as well as processes and procedures. Contractor shall utilize results from the 2012 OM Organizational Assessment, including SWOT (Strength, Weaknesses, Opportunities and Threats) and gap analyses (will be provided to awardee), to evaluate staff training needs, develop and provide necessary training. Contractor shall design tools to create or improve upon workflow processes, procedures, etc. to ensure knowledge transfer, increased efficiency, and clarity of roles and responsibilities. Contractors will work with appropriate OM staff members, as well as complete and utilize research on best practices in the topic areas. OM seeks to conduct formal organizational assessments of existing functions within the OM divisions in order to obtain a broad perspective of strengths and needs. This will require input from stakeholders (approximately 20-30 employees) both within the organizations and outside components within CFSAN and FDA. This shall be performed through individual and group focus groups, interviews, and/or survey instruments. Results shall be analyzed and then reports of findings and recommendations shall be provided to leadership for consideration. Lastly, leadership advisory services are necessary to support the leadership and management of OM in addressing management initiatives, mandates, and challenges. OM seeks to obtain advice on benchmarking best practices of other Agencies and industry organizations that have tackled similar management issues in order to implement innovative strategies and solutions. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 15 pages (font size Times New Roman 11 or larger). A copy of the company capability statement will also be accepted (but not in place of the responses to the below questions). The anticipated period of performance is 12 months plus option years. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice must include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered woman-owned or operated business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Describe your management and/or leadership experience with a high-profile federal science, research, and/or healthcare Agency. 8. Describe your experience facilitating strategic planning and designing for a complex organization. 9. Describe your proven capability to facilitate large (70+ individuals), medium (30-70) and small (0-30) group sessions including leading the groups through strategic planning, team building, and development programs. Describe your proven capability in conducting organizational assessment, performing data analysis, providing clear and concise recommendations, and developing implementation plans. 10. Describe your proven capability in evaluating and cultivating staff talent including experience in providing personalized learning and/or training sessions. 11. Describe your proven capability to design tools and create or improve workflow processes and procedures to ensure knowledge transfer, increase efficiency, and clarity of roles and responsibilities. 12. Describe your proven capability in developing and implementing innovative strategies and solutions for administration management issues.
