- THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to award, on a sole source basis, a contract to EWINGCOLE, INC. This sole source contract is required for completion of the scope of work defined below. EWINGCOLE, INC. was issued a contract for engineering, design and support services necessary to prepare Design-Bid-Build construction documents for construction of a new Hanscom combined Middle/High School at Hanscom Air Force Base, MA. Facilities will be designed in accordance with DODEA Education Facilities Specifications, Americans with Disabilities Act Accessibility Guidelines/Architectural Barriers Act, National Fire Protection Association Life Safety Code, Standards of Seismic Safety for Federally-Owned Buildings, and energy and water conservation standards. Sustainable design will be integrated into the design in accordance with Leadership in Energy and Environmental Design (LEED) Silver criteria. EWINGCOLE, Inc. completed this effort. Construction phase services from the Designer of Record (DOR) are now required. Proposed Scope of Work: Hanscom AFB, Construction Phase Services The work will consist of performing Architect-Engineer construction phase services (as the designer of record) in support of the construction effort for Hanscom combined Middle/High School at Hanscom Air Force Base, MA. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
