- NOCA This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC), Hanscom AFB, MA. The Government intends to issue sole-source follow-on Interim Contracts for AFLCMC's Engineering and Technology Support Service (ETASS), Advisor and Assistance Services (A&AS). ETASS follow-on interim contracts will be awarded to Jacobs Technology Inc. Jacobs Technology is currently providing support via Task Orders under ETASS (FA8721-07-D-0015). The Enterprise Acquisition Division (AFLCMC/PZM) proposed to execute, by means of other than full and open competition, request for proposals/contracts to the above listed contractor for a total period of 11 months (six (6) months base period and up to five (5) month extension period). The total contract ceiling will be $85.5M. The current ETASS Task Orders expire on 19 May 2013. Upon expiration of the current task orders, the Air Force will not have Advisory & Assistance Services available to meet the service level required to rapidly address war fighter needs by providing Engineering and Technology Support Services to support approximately 400 AFLCMC systems and programs. The required interim contracts are to provide necessary time for award of the new ETASS II contract vehicle(s), and to continue to provide AFLCMC critical Engineering and Technology Support Services without experiencing a lapse in service. The interim contracts will provide coverage within the originally competed scope of the current task orders without changing the SOW requirements. These interim contracts will provide disciplined systems/specialty engineering and technical support using established Government, contractor, and industry processes that encompass the practices and requirements of the AFLCMC Engineering Directorate (EN) framework.
