Description
Attached is the approved Limited Sources Justification. This requirement is for the purchase of Light Credentialing Solution Kits through HP Enterprise Services, LLC. Light Credentialing Solution Kits are used in support of the HSPD-12 mandate. The General Service Administration (GSA) Federal Acquisition Service launched the Homeland Security Presidential Directive -12 (HSPD-12) Managed Services Office (MSO) on September 13, 2006, providing turn-key services to produce compliant PIV II credentials and assist Federal agencies in satisfying Office of Management and Budget (OMB) Guidance M-05-24. The MSO established the USAccess program, a managed, shared service solution that simplifies the process of procuring and maintaining PIV compliant credentials. The MSO provides the project, acquisition and financial management necessary to help participating agencies receive the USAccess end-to-end service. In accordance with FAR Subpart 8.405-6(b) (1), only one source is capable of responding due to the unique or specialize nature of the work. HP Enterprise Services, LLC is the incumbent who has been providing support for the Light Credentialing Solution Kit since October 2009. For continuity of service it is crucial and in the best interest of the Government to continue with HP Enterprise Services, LLC. As this mandate is critical to Treasury and its bureaus, a delay in support could adversely affect the outcome and shed negative publicity on the Department of Treasury (Treasury). Such negative impact could also result in the Treasury having to report unfavorable results to the OMB. In addition, this will also make us extremely vulnerable to an audit which could delay progress even more.
