Kennedy Space Center, Procurement Office, OP-LS, Kennedy Space Center, FL 32899 Subject: CubeSat Deployer Hardware and Integration Services Solicitation number: NNK13ZLS002Q Closing response date:March 1, 2013 POC: Jennifer Dorsey, Jennifer.L.Dorsey@nasa.gov This notice is a synopsis for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 6.303-2 and as supplemented with additional information included in this notice. The Government intends to acquire a commercial item using FAR Part 13.5, Test Program for Certain Commercial Items. The National Aeronautics and Space Administration (NASA) has a requirement to launch pico-, nano-, and/or micro-satellites (CubeSats) into earth orbit. A CubeSat is a type of miniaturized space research satellite that typically uses commercial, off-the-shelf electronic components. NASA/ John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for CubeSat deployer hardware and integration services. The requirement includes engineering development support, deployer carrier hardware, CubeSat to deployer and deployer to launch vehicle (LV) integration, and system testing. NASA/KSC intends to award this Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract to California Polytechnic State University (Cal Poly), as Cal Poly is uniquely qualified to meet the Government's requirements. There are no other CubeSat deployers but the P-POD that are certified for use on NASAs LVs. Cal Poly is the manufacturer of the P-POD and, as such, has highly specialized knowledge of the integration process required to meet NASAs requirements. As the manufacturer of the P-POD, Cal Poly requires all hardware and integration support services be purchased from and performed by Cal Poly; no other company is authorized to perform these services. The contract ordering period will be Calendar Year (CY) 2013 through 2016. The minimum order value is $10,000 with a maximum order value of $6,500,000. The anticipated release date of the solicitation is on or about March 4, 2013, with a response date within 30 days. The firm date for the receipt of proposals will be stated in the RFP. All responsible sources may submit a capability statement to the point of contact no later than 4:00p.m. local time on February 28, 2013 that shall be considered by the agency.Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
