- NASA/GSFC has a requirement for a customized ten day outdoor supervised leadership teambuilding expedition training course in April 2013 providing scientists and engineers with leadership, teamwork, and risk management experience in a remote expedition environment to effectively prepare team members on how to conduct scientific field campaigns which often involve remote, harsh environments. NASA/GSFC intends to purchase the training from the National Outdoor Leadership School (NOLS) NOLS is currently the only known source with the ability to meet NASAs unique expedition requirements combining leadership training customized specifically for scientist and engineering teams and simulationg the field campaign environment. NOLS offers leadership and team training in a challenging outdoor environment and has the desired level of knowledge, expertise, and experience to conduct expedition and outdoor leadership training. NOLS offers the combination of remoteness and focused leadership skill development that provides distinct synergistic learning opportunities for teams managing risk in the implementation of complex scientific missions and the conduct of scientific field campaigns in remote, stressful, and harsh environments. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 19, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
