- GST J&A No. 048-13 DHS has a requirement on a sole source basis to extend a bridge contract vehicle for up to 4 months (4) for critical research and development (R&D) support services, specifically trace explosives and explosives simulant laboratory operations and associated technical support. The proposed period of performance for this action is February 16, 2013 through April 15, 2013 with two (2) one month options. The current contract HSHQDC-12-C-000030 was awarded on May 13, 2012 for a period of 6 months as a sole source award under DHS J&A No. 072-12 on an interim measure until such time as the award of a follow-on contract vehicle can be made through full and open competition. Since the expiration of this period of performance, the contract was extended IAW FAR Clause 52.217-8 (Option to Extend Services) beginning on November 6, 2012 through February 15, 2013 and was processed under DHS J&A No. 001-13 and approved by the OPO Competition Advocate. On November 23, 2012, OPO issued Request for Quotation HSHQDC-12-Q-00319 under GSA e-Buy. The Solicitation closed on January 14, 2013 and multiple proposals were received. RFQ HSHQDC-12-Q-00319 includes the services that are presently covered under the interim bridge contract. The estimated milestone timeline for the award of new contract vehicles under the RFQ exceeds the period of performance available on the current GST contract and it is critical that TSL continue to maintain contract coverage while the RFQ proposal evaluations are underway. The estimated award timeline is April, 2013. For this proposed action, J&A No. 048-13 has been coordinated and approved by the OPO Competition Advocate. The approved J&A is attached.
