- The Government is refreshing the contractor pool under the Regional Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) for Small Business Dredging Projects within the Boundaries of the South Atlantic Division. Each IDIQ contract awarded under this refresh will be for a period of one year from date of award, with options to extend two additional one-year periods, not to exceed a total of three years. Maximum order limit is $500,000,000.00 for the entire group/pool for the entire three-year period. The magnitude of construction per task order will vary and is estimated to be between $1,000,000.00 and $25,000,000.00. Scope of work will vary for each task order. The plans and technical specifications shall be provided with each individual Task Order Request for Proposal. All work shall be completed in accordance with individual task order requirements as specified in the Request for Proposal. All task orders will be competed between the contractors who have already been awarded an IDIQ's (see list below) and additional contractors who receive an IDIQ Contract under this refresh solicitation. MATOC awards will be made to the offerors whose proposals meet or exceed the Technical Acceptability requirements contained in the solicitation. Technical evaluation criteria for the IDIQ MATOCs include: (1) Plant and Equipment and (2) Evidence of Coast Guard Certification (if applicable). Small Business firms must also submit the following: (1) Proof of ownership of dredge(s); (2) Evidence of small business status; and (3) Evidence of ability to provide acceptable performance and payment bonds. A Determination of Responsibility will also be required (Section 00600B of the solicitation). In addition, price will be evaluated under the MATOC pool refresh task order described in the following paragraph. The award of the MATOC pool refresh task order will be made on the basis of Lowest Price Technically Acceptable (LPTA). MATOC POOL REFRESH TASK ORDER PROJECT TITLE: Maintenance Dredging, 12-Foot Project, AIWW - Vicinity of Sawpit Creek, Duval and Nassau Counties, Florida. See also solicitation GROUP2-10-R-J006. DESCRIPTION OF WORK: The project includes maintenance dredging of approximately 591,000 cubic yards (cy) of material from the AIWW channel and settling basins in Cuts 24-26A, 27, 27A, 27C; and adjoining advance maintenance areas in the waters of Sawpit Creek, the Amelia River, and Nassau Sound. The majority of the excavated material, 578,000 cy, will be placed on the Amelia Island State Park beach disposal site and is included within the base of the contract. The pumping distance between dredging areas and beach placement ranges from 4.0 miles to 1.5 miles. The material from Cut-27, totaling approximately 13,000 cy, is being included as an option to this contract. The material within this reach is not beach compatible and cannot be placed on Amelia Island State Park. It will be placed in DMMA DU-2 which lies adjacent to Cut-26A and Cut-27. If this option is exercised, preparation of the DMMA-DU2 site will also be included in the project work. The period of performance consists of the Base (121 calendar days) plus Option 1 (32 calendar days) for a total period of performance of 153 calendar days. THE FOLLOWING CONTRACTORS HAVE ALREADY BEEN AWARDED A CONTRACT FOR THE SMALL BUSINESS DREDGING MATOC POOL UNDER SOLICITATION NUMBER W912EP-10-R-0024 ARE: Cottrell Contracting Corporation (W912EP-11-D-0011); Southern Dredging Co., Inc. (W912EP-11-D-0012); Southwind Construction Corp. (W912EP-11-D-0014); Coastal Dredging Company, Inc. (W912EP-11-D-0016); Florida Dredge and Dock, LLC (W912EP-11-D-0017); Barnett Southern Corporation (W912EP-11-D-0018); 4-H Construction Corporation (W912EP-11-D-0019); Goodloe Marine, Inc (W912EP-11-D-0020); Caldwell Marine International and Palm Beach Marine Construction, JV (W912EP-11-D-0021); ENCO Dredging (W912EP-11-D-0023); Inland Marine Services, LLC (W912EP-11-D-0024); and Vortex Marine Construction, Inc. (W912EP-11-D-0025). The contractors that have been awarded an IDIQ MATOC are not required to submit a proposal under this solicitation to remain in the pool. However, if contractors already in pool would like to propose on the MATOC pool refresh task order, a separate RFP will be issued. The RFP will be provided on the advertisement date of this solicitation under solicitation GROUP2-10-R-J006, on or about February 18, 2013. Proposals under the RFP will be due on or about March 20, 2013. Magnitude of construction for the MATOC pool refresh task order is between $5,000,000.00 and $10,000,000.00. THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. ALL RESPONSIBLE SMALL BUSINESS OFFERORS ARE ENCOURAGED TO PARTICIPATE. The primary purpose of these contracts will be to provide services within the geographic boundaries of the South Atlantic Division in support of maintenance dredging projects. Additionally, the contracts may be used to provide emergency services outside the boundaries of the South Atlantic Division. The successful contractors awarded an IDIQ MATOC will not be obligated to submit proposals for any future task orders whether performance is within or outside boundaries of the South Atlantic Division. The solicitation will be issued on or about February 18, 2013 with proposals due on or about March 20, 2013. A site visit will be held. See FAR clause 52.236-7, Site Visit, in Volume II of the solicitation. A PRE-PROPOSAL TELECONFERENCE WILL BE HELD following the site visit. Date, time, and call-in number will be provided to all interested parties that register in accordance with the following paragraph. The purpose of the pre-proposal conference is to provide an opportunity for two-way communication between the government and the dredging industry. Everyone interested in participating shall provide their company name, individual names, telephone numbers, and e-mail addresses of all participants by e-mail to Beau Corbett at beau.j.corbett@usace.army.mil not later than the day of the site visit. The solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
