Description
Statement of Work, DOE Trunked Radio System Upgrade for the Nevada National Security Site (NNSS) Dated: 02/11/13 Comments on Statement of Work (SOW) dated 2/11/13 THIS REQUEST FOR INFORMATION (RFI) IS BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, National Security Technologies, LLC (NSTec), acting on behalf of the Department of Energy (DOE) National Nuclear Security Agency (NNSA), is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that NSTec will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. You are advised that all submissions become NSTec property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by NSTec to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities ( www.fbo.gov ) site for additional information pertaining to this RFI, and any subsequent solicitation. NSTec is conducting a market research to determine the commercial availability and pricing for budgetary planning purposes of supplies, services and technology to upgrade the existing trunked Land Mobile Radio (LMR) system for the Nevada National Security Site (NNSS) near Las Vegas, Nevada. NSTec is seeking expressions of interest, statements of qualification, product and services descriptions, and pricing information for budgetary planning purposes to support the trunked radio system for DOE's NNSS. Specifically, the objectives of this RFI are to: •· Identify commercial off-the-shelf trunked LMR solutions for the NNSS requirements specified in the attached draft Statement of Work (SOW). •· Identify solutions that will interconnect and interoperate with existing U.S. Air Force and VA trunked LMR systems in the NNSS/Las Vegas area, as described in the draft SOW. •· Obtain pricing information for budgetary planning purposes for: •o Equipment, including radio types, repeater site equipment, consoles and related components, as specified in the draft SOW. •o Engineering and installation services. •o Replacement of infrastructure needed for new equipment to operate optimally, to potentially include power, HVAC, space, connectivity, and other consideration for non-radio frequency infrastructure (i.e., towers and shelters). •o Lifecycle sustainment of the upgraded LMR system. •· Obtain schedule recommendations for implementation, testing and cutover, including scenarios involving a phased transition that accommodates fiscal year funding limitations while introducing replacement products as expeditiously as practicable. •· Identify potential alternatives to NSTec purchasing the equipment, e.g., lease-to-own approach. Describe the general terms and conditions of such alternatives. To be considered, the DOE trunked radio system upgrade for NNSS response shall include technical concepts, system documentation, capabilities documentation, Information Assurance (IA) and security measures and devices, and other provided support articles. The response can also include documentation relating to planning, engineering, transitioning, cutover, software, hardware, and interfaces for operational fielded systems, migrations, and concepts deployed within the Department of Energy (DOE), Department of Defense (DoD), other Federal Agencies, State and Local Governments, and other entities, to be considered. Responses shall explain in detail: •1) The contractor's technical understanding and approach in accomplishing the DOE Trunked Radio System Upgrade for NNSS draft SOW (attached). •2) The contractor's specific and unique experience in performing projects such as the DOE Trunked Radio System Upgrade for NNSS. •3) Pricing information for the equipment and services identified in the response, to be used for budgetary planning purposes. •4) Identify potential alternatives to NSTec purchasing the equipment, e.g., lease-to-own approach. Describe the general terms and conditions of such alternatives. •5) The contractor's comments to the draft SOW. •6) A reference list of similar and related U.S. Government contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number. •7) The contractor's company profile, including but not limited to address, POC, phone, fax, email, DUNS, Cage Code, Business Size. •8) Cite existing GSA or other Government contracts, if applicable. Contractors shall structure their responses to coincide with the numbering detail above. Attachment 1, Statement of Work for DOE Trunked Radio System Upgrade for NNSS, is provided for background information and required capabilities. The respondents shall use Attachment 2 to submit their comments on the draft SOW (Attachment 2). Comments in the form of questions will be taken into consideration, but not answered during the RFI process. Responses not adhering to the required format will not be accepted.
