- Naval Air Systems Command (NAVAIR) intends to award a Sole Source Firm-Fixed Price contract to Hamilton Sundstrand of 4400 Ruffin Road, San Diego, CA 92186-5757, for the procurement of the APS3240 APU, which consists of an Auxiliary Power Unit (APU), and an Electronic Control Box (ECB). This procurement will also cover associated production and line replaceable unit (LRU) spares in support of the E-6B Mercury Aircraft, pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Under the proposed effort, Hamilton Sundstrand will supply the United States Navy with the required APS3240 APU (government nomenclature T-62T-48LC-1) in support of the modernization of the Auxiliary Power Units in the E-6B Mercury aircraft. Under the Block IA ECP (NAVAIR contract N00019-09-C-0056), the United States Navy awarded a sole source contract for the design, and development of the modification of the E-6B APU configuration. All aircraft design and modifications are based on the Hamilton Sundstrand APS3240 APU. Included in the modification was the customization of the Hamilton Sundstrand APU, which is the APU selected by the Prime contractor who is the Block IA designer and developer of the ECP. Utilization of a different APU would necessitate a new design, validation and verification which would result in a substantial duplication of cost to the Government. A Solicitation is not available at this time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency.
