Proposals are NOT being requested or accepted at this time. Network Contracting Office 21 (NCO 21) will be hosting a pre-proposal conference and site visit March 6, 2013. Specific details on time and location are as follows: Time: 9:00AM - 11:00AM Location: Time: 9:00AM-11:00AM Location: Engineering Main Conference Room Building 6, 3rd Floor, Room C-341 Palo Alto VA Medical Center 3801 Miranda Ave Palo Alto, CA 94304 Point of Contact: Javier E. This event is being held in preparation for the Fire Alarm Upgrade solicitation that is scheduled for release no later than February 28, 2013. This event encourages industry participation, and affords potential offerors additional information on the project by providing a question and answer session prior to proposal submission. Project specifications and drawings will be incorporated into the official solicitation. The solicitation will be posted electronically through FedBizOpps no later than February 28, 2013. The Department of Veterans Affairs, Veterans Integrated Service Network 21 (VISN 21) has a requirement to Upgrade the existing Fire Alarm System for Buildings 5, 6, 7, 40, and 50 at VA Palo Alto Healthcare System. Contractor(s) shall provide a fully addressable Fire Alarm System in Buildings 5, 6, 7, 40 and 50 and be required to keep the existing Fire Alarm System building loop system operational and fully functional until the completion and acceptance of the new system. Contractors shall have experience in both Simplex and Notifier Fire Alarm Network and conduct comprehensive "Field Review" of existing system, fiber pathway, power and wiring requirements, and system sequence of operation. Design Drawings for the installation of new Fire alarm system may be required. Buildings 5, 6, 7, and 50 shall be connected to the Notifier Network loop using the existing infrastructure multimode fiber optic cables and monitored from the existing ONYX Works system located in building 100. Contractors shall perform functionality test on the existing fiber optic cables in Buildings 5, 6, 7, and 50. Contractor shall also be required to provide and install a new Simplex Communication UDACT to the existing Simplex Fire Alarm Panel in Building 40. All work to be performed will be within North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building construction, with a Small Business Size Standard of $33.5M. Estimated construction cost is between $2,000,000 and $5,000,000. Project duration is not expected to exceed 450 Calendar days. In order to be eligible to respond as an SDVOSB or VOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov. An active registration in CCR is also required. Registration is available at www.ccr.gov. Interested firms are encouraged to register via www.fbo.gov in order to view the formal solicitation when it is released.
