Description

The Naval Supply Fleet Logistics Center, NAVSUP FLC, Norfolk Division, Contracting Department, Philadelphia Office intends to solicit on a sole source basis to Temple University for a programming class to improve STEM education, and to deliver two mobile applications. Temple University is the only licensed institution in the State of Pennsylvania to implement the Math, Engineering, and Science Achievement (MESA) model to promote STEM education opportunities for eligible students across the Commonwealth. They have demonstrated the ability to recruit students, identify qualified instructors, and they possess the facilities to accommodate the required research/teaching of students with the ability to execute this effort on short notice. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 13.105. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by the response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for information received from this synopsis.
