Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is RFQ0739132091 and is being conducted as a 100% small business set aside. The NAICS Code for this requirement is 423490 - Other Professional Equipment and Supplies Merchant Wholesalers; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items, Brand Name Only, to the following: Line 001, Aloksak Bags, B-aLOK5x4, 3, CS; Line 002, Aloksak Bags, B-aLOK3x6, 3, CS; Line 003, Aloksak Bags, B-aLOK4x7, 3, CS; Line 004, Aloksak Bags, B-aLOK9x6, 3, CS; Line 005, Aloksak Bags, B-aLOK12x12, 3, CS; Line 006, Aloksak Bags, B-aLOK13x11, 4, CS; Line 007, Aloksak Bags, B-aLOK8x11, 3, CS; Technical Specifications: • Liquid tight and airtight bags - Certified liquid tight to depths of 200M; • 6-mil film thickness; • Low temperature crack resistant to minus 40 degrees F; • Zip closure type bag closure; Brand Name Justification: The FBI is responsible for providing field and forensic investigative work in environments potentially contaminated by hazardous materials including chemical or biological agents, nuclear materials and toxic industrial chemicals. The FBI has a requirement for Aloksak liquid/air tight storage bags to be utilized for the collection, over packing and transportation of biological, chemical or radiological evidence as required at various investigation sites throughout the country. The work of the FBI is highly technical and requires the staff to be equipped with state of the art safety and evidence collection equipment. The Aloksak bags are needed in order to ensure the health and safety of all FBI personnel during collection and transportation. The Aloksak bags have been tested to be waterproof to 200 meters, and are comprised of a thicker plastic material than other "Ziploc" type bags. This thicker nature of the bags and proof to be waterproof is needed in an environment where containment of the material is necessary. Potentially hazardous, if not deadly, material will be placed in these bags; the Aloksak bags have been proven to be reliable. FOB Destination: FBI Operational Response Center, 1000 Falls Run Drive, Fredericksburg, VA 22406. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mr. Jerry Varnell, Contract Specialist, Jerry.Varnell@ic.fbi.gov ; no later than Wednesday, February 13, 2013, 08:00 am Eastern Standard Time (EST). Quotes shall be clearly marked RFQ0739132091. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2013. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
