- DESCRIPTION OF THE REQUIREMENT: As directed by VA leadership, the Paperless Initiative is an aggressive, large scale, complex program to transform VBA claims processing and benefits delivery for all five VBA business lines from the current paper-driven processes to paperless processes by the end of 2012. To support this major initiative, VA will award four major technology contracts. Contracts will be awarded for (1) a Lead Systems Integrator Contractor (LSIC), (2) a Program Management (PM) Support Contractor, (3) an Application Development Contractor (ADC), and (4) an Independent Verification and Validation (IV&V) Contractor. Although core business processes must be automated to the fullest extent possible, the true benefit of any significant change effort comes from business transformation. It is simply not enough to automate existing business processes. Because of the importance of business transformation to the Paperless Initiative, VBA procured a Business Transformation Contractor (BTC) to develop and implement VBA business transformation activities. Business transformation is a process that takes the strategic business vision for products, services, and processes and turns this vision into a commitment and plan for execution. It involves new ways of thinking to fulfill strategic objectives-new ways to rethink customer needs to enhance the veteran's experience with VBA. Transforming VBA into a world-class customer service provider - one that is completely veteran-centric - requires more than just providing technologies for imaging and data processing. Advances in the health care and technology industries may offer significant opportunities for improvement to VBA's business processes. Examples of these are as follows: "Intelligent analysis of data used to evaluate information and determine appropriate actions "Enterprise portal service for veterans "Rules-based business processing "Complete and accurate information at intake, including electronic medical records from the Veterans Health Administration (VHA) and other medical sources "Ability to identify sensitive claims and prioritize them in the decision-making queue "Intelligent medical evidence (data-not just images) "Automatic medical status updates that can be used to monitor changes to the veteran that might impact the decision process "Case analysis tools "Electronic hearings In addition, many of the potential business improvements involve little or no technology. They are strictly business decisions. Other potential improvements may require technological changes to implement. Examples of these improvements include: "Centralizing and/or contracting the printing and mailing of notices/letters "Centralizing mail intake operations "Centralizing functions such as special claims (e.g., asbestos, radiation, post-traumatic stress disorder PTSD) "Separating generalist and specialist roles "Making organizational changes to achieve operational efficiencies "Implementing policy changes that could be revised or eliminated to streamline the claims process "Processing claims versus processing issues "Back-scanning paper folders "Standardizing access management "Providing consistent, easy-to-use, and reliable services through the media of the veteran's choice to enhance the veteran-centric experience The initial transformation from current paper-intensive processing to fully electronic processing is just the first step in true business transformation. The BTC will develop and implement business transformation opportunities-some of which may require VA policy and/or legislative changes and some of which may require technology and/or business changes. The BTC will also implement business transformation activities that will move VBA closer to its goal of becoming a world-class provider of services to veterans. In addition, the BTC will develop and execute all strategic plans necessary to ensure that end users and business owners are prepared to successfully implement business transformation activities. BTC CONTRACT HISTORY: The Department of Veterans Affairs awarded contract number VA798-P-0011 for this requirement in February 2009 for initial funding of $4,350,564. Option Year 1 was exercised in January 2010 for additional funding of $5,084,307. Option Year 2 was exercised in January 2011 for additional funding of $4,990,549. Option Year 3 was exercised in February 2012 for additional funding of $4,887,624. Funding for Option Year 4 will be $4,839,589.13, or 20.9% of the total estimated contract value of $23,148,880.
