- This is a sources sought notice issued by the Naval Facilities Engineering Command Atlantic (NAVFACENGCOM LANT) Norfolk, Virginia. This is not a Request for Proposal. NAVFACENGCOM LANT is conducting a market survey and analysis to determine the range of available contractors and assess their capabilities to perform the work requirements described below. Submission of this information is for planning purposes only and is not to be construed as a commitment by NAVFACENGCOM LANT to procure these services, to pay for the information requested or to make an award on the basis of this notice. All interested parties are invited to submit a response to the market research questions below and submit capability information describing their ability to perform the work requirements set forth below; the applicable NAICS code for this notice is 517919. An award will not be made on information or offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. Background: The objective of this contract is to obtain a Private Branch Exchange (PBX) system maintenance agreement that will provide coverage 24 hours per day, 7 days per week, and 365 days per year for the Naval Facilities Engineering Command Atlantic located in Norfolk Virginia 23508. Capability Sought: NAVFAC LANT is seeking to identify commercial organizations capable of performing telecommunications system maintenance and associated support as required by the original equipment manufacturer for maintaining its products. Contractor support required includes providing maintenance and related support for an Avaya Aura Communication manager SMEO (CM6). Respondents should provide capabilities which demonstrate their ability to perform (or comply with, as applicable) the following work requirements: Remote monitoring diagnostics and maintenance support (as needed) On-site maintenance support (as needed) CMM/Audix and voice maintenance Coverage for desk phone exchange Respond within two hours of system failure Full coverage from 8am “ 5pm during normal business hours Coverage to include spare parts Provide separate cost for Jack Move/Add/Change/Phone lines, and cabling Single POC to address all site maintenance issues Technician shall be Avaya Certified Technician shall be capable of obtaining a base pass through the base security office. Provide 7am “ 4pm technician dispatch support Provide possible on-site crash kit, for immediate and quick repairs Provide quarterly preventative maintenance Schedule system backup Provide genuine OEM Avaya replacement hardware when needed Provide full support for all software level, releases, and permissions Provide desk phone warranty and replacements Provide maintenance services to current Communication Messaging Manager (CMM) system Schedule regular voice messaging backup services Provide move, add, and change telephone service lines Provide assistance to cards consolidation to optimize port utilization Provide new installations when needed Provide cable installations support Maintain system operability at all times Provide UPS maintenance services Additional Detail: Avaya Aura Communication manager SMEO (CM6): The NAVFACENGCOM LANT telephone system infrastructure consists of the following: 3 “ HP DL360G7 servers running CM, CMM software ™s 5 “ G650 2 “ G450 (i.e. supports two buildings connecting them to the main hub) 1 “ ASG defender 2 “ Avaya Switches 3 “ Comprehensive UPS support/Utility maintenance Maintenance service to be provided shall require the contractor to be an authorized Avaya Business Partner and have extensive understanding of the Avaya CM, and CMM application software, not limited to the capability to troubleshoot the server platform. The server is built on a LINUX Redhat 5. Maintenance shall include full coverage of all physical units listed above including their respective components such as the G650, and G450 circuit packs. HOW TO RESPOND TO THIS NOTICE: Respondents shall include responses to the below questions and a capability statement in clear, concise and unambiguous language outlining their individual qualifications relative to the above hardware and services requirement. Limit your reply to no more than three (3), single-sided, typewritten pages of text (inclusive of charts, graphs and photos) while utilizing a font size of no less than 12 point. The Government will treat all information received in response to this notice as proprietary and such information will be safeguarded in accordance with applicable Government regulations. Responses to this source sought request for information will not be returned. Responses should contain company name, address, telephone number, facsimile number, e-mail address, CAGE code and per question 1 below business size classification with respect to NAICS code 517919 (e.g. large, small, women-owned, 8(a), service-disabled veteran). Respondents should also furnish a list of all current Multiple Award Schedule (MAS) or Government-wide Agency Contract (GWAC) contract instruments currently held. If your organization has the capability and potential capacity to perform the services described above, please respond to this notice and provide written responses to the following information. 1. What size is your organization with respect to NAICS code 517919 (i.e. "small" or "other than small")? If your organization is a small business under the aforementioned NAICS code, what type of small business (i.e. small disadvantaged business, woman-owned small business, economically disadvantaged woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business, 8(a), or HUBZone small business? Specify all that apply. 2. Does your organization have experience providing maintenance and related support for an Avaya Aura Communication manager SMEO (CM6) system and peripheral equipment listed above? If so, please list and describe those contracts and indicate your organization's role (prime contractor, first tier subcontractor, lower tier subcontractor). 3. Does your organization have experience providing telecommunications system maintenance and associated support? If so, please list and describe those contract and indicate your organization's role (prime contractor, first tier subcontractor, lower tier subcontractor). Also, would your organization be able to meet performance requirements in relation to being on site in Norfolk, Virginia in the time specified in the contract during a major outage.
