Description
THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. The Mission and Installation Contracting Command (MICC) Fort Bliss Texas, 1733 Pleasonton Road, El Paso, TX 79916 is issuing this Request for Information (RFI), in accordance with FAR 15.201(b). This is not a solicitation. This announcement does not constitute a Request For Quote (RFQ), Invitation For Bid (IFB), Request For Proposal (RFP), Request For Application (RFA) or an announcement of a solicitation nor does this announcement commit the Government to contract for any supply or service whatsoever. Further, at this time, the Army is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this sources sought; all costs associated with responding to this announcement will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This sources sought is issued for the sole purpose of MICC Fort Bliss to conduct Market Research in accordance with FAR Part 10. Description of Requirement: MICC Fort Bliss is seeking to lease one (1) Small Unit Virtual Simulations Trainer (SUVST). The SUVST shall include all associated hardware and software components required to perform the required work for a period not to exceed 12 months. Please see the associated draft Performance Work Statement (PWS) for full detail of the project requirements. Questionnaire: Interested vendors please submit answers to the attached questionnaire. This questionnaire is for assistance in market research to determine the capability of vendors in providing the virtual simulation system lease to Fort Bliss. The questionnaire is NOT to be interpreted as a solicitation for bids or request for quotes and is NOT intended to convey any reference of a contract award. The Fort Bliss Contracting Office is seeking comments on the below questions: 1. Provide your company's contact information, including a specific Point of Contact (with email and phone number) for future reference to the point of contact listed below. 2. Please provide the anticipated North American Industry Classification Standard (NAICS) code for this acquisition and your companies related small business size, if applicable. 3. Are you interested in potentially providing the requested system and additional requirements to Fort Bliss in the near future? (Indicate your interest as a prime contractor or subcontractor). 4. Describe your virtual simulation system and the capabilities of the system in response to the tasks listed in the associated draft PWS. 5. Please provide information regarding your firms experience dealing with this type of simulation system both in governmental and non-governmental settings? 6. Please provide your Data Universal Numbering (DUNS), System for Award Management (SAM) number, and Federal Cage Code number(s). How to submit: Vendors capable of performing this effort are requested to furnish a complete response to the questionnaire. Vendors are requested to submit questionnaire information electronically to michelle.d.kelley.civ@mail.mil. Please include your company's name, address, telephone number, point of contact with email address and small business size status, if applicable. All companies must be registered with System for Award Management (SAM) and provide the appropriate data previously requested. The submittal shall be no more than 10 pages. This sources sought neither constitutes a RFQ or a RFP. This sources sought should not be construed as a commitment by the U.S. Government for any purpose. Submission of any information is response to this RFI is purely voluntary. The U.S. Government does not assume any financial responsibility for costs incurred. Proprietary information and trade secret must be clearly marked on all materials, if applicable.All information received that is marked proprietary information will be handled according to requirements at FAR 3.104. Please be advised that all submissions become MICC -Fort Bliss property and will not be returned nor will MICC- Fort Bliss confirm receipt of the RFI response. All questionnaire responses and questions shall be submitted via email to Michelle Kelley (michelle.d.kelley.civ@mail.mil) no later than 4:00 PM MST on February 27, 2013. Please reference the specific RFI number is all responses.
