Description
It is the Government's intent to acquire a new supply contract for a Trailer Mounted Volumetric Prover, 1 each. Any resultant contract will be firm-fixed-price. This specification covers a trailer-mounted prover to be used in calibration of high-capacity fuel flow meters. The prover must be constructed in accordance with NIST Handbook 105-3 standards and API Manual of Petroleum Measurement Standards (Chapter 4). The trailer must be towable over U.S. highways, and be D.O.T. compliant. PROVER SPECIFICATIONS Capacity: Nominal capacity of the prover will be 1500 gallons. Construction: the prover will be constructed of type 304 stainless steel. It will have reinforcing bands to prevent deformation of the vessel when filled or moved, with at least two lifting loops attached to the top band. The legs of the prover will be bolted to the trailer. The prover will have a center drain, and a fill pipe extending to the bottom of the prover to reduce fluid foaming. A hinged, locking cover for the top of the neck and gauge glass will be provided. Temperature Wells: The prover will have three temperature wells built in (type 304 stainless steel), located near the top, middle, and bottom of the vessel. Levels: The prover will contain two spirit levels mounted 90 degrees apart to aid in leveling the device. Measuring Scale: The prover will be supplied with a scale constructed of non-rusting material. It shall have a resolution of 25 cubic inches, and scale accuracy of 0.01%. The scale will be graduated over a range of 5200 cubic inches; 2600 cubic inches above and 2600 cubic inches below the nominal 1500 gallon marking. Vapor Recovery: The prover will include a vapor control system to minimize fuel vapors escaping. Fill Options: The prover will include a bottom loading fill with 4 inch API coupling, and an aviation fill that consists of a single point dry break adapter with 2 1/2 inch ANPT female by 2 1/2 inch bayonet flange. Pump: The system will include a pump to aid evacuation of the prover. The pump will utilize an explosion-proof motor capable of operation using 230V, 60Hz. The pump will include a power cord of 50 foot length. Drain: The prover will have a manifold that pipes discharge to the gravity drain or the pumping system. Valves will be installed allowing the operator to choose either draining system. A sight glass will be installed to allow the operator to view flow through the prover drain. Manifold and drain valves will be fast-acting butterfly type. Overflow Prevention: The prover will contain electronic ground verification and overflow prevention system for use with filling operations. TRAILER SPECIFICATIONS Brakes: The trailer will be equipped with electric brakes. Lighting: The trailer will have Department of Transportation compliant lighting. Leveling: The trailer will have retractable leveling jacks on each corner, and a caster jack on the front of the trailer. Fire Prevention and Suppression: The trialer will be equipped with a 50 foot grounding cable mounted on a retractable-type reel. A 10 pound dry chemical fire extinguisher suitable for suppressing flammable liquid fires will be mounted on the trailer. Tires and Coupling: The trailer will be supplied with a mounted, full-size spare tire. Trailer coupling will be a 2 5/16 inch ball. Gerneral Construction Features: The trailer frame will be steel, with deck and fenders of corrosion-resistant metal (aluminum or treated steel). The trailer will include a welded steel ladder to provide access to the top of the prover. Ladder rungs will be slip-resistant. All steel parts will be painted with a zinc-rich undercoat, and petro-chemical resistant topcoat. All hardware will be stainless steel. This is only a presolicitation notice.
